This position is located on the Santa Fe National Forest and is a zoned position supporting Jemez Springs and Cuba Ranger Districts. Duty location will be in Cuba, NM.
Incumbent is responsible for the development of annual work plans and the execution and administration of plans relating to recreation, lands, trails and special uses.

Conducts surveys and studies of existing dispersed and developed recreation facilities and their present use and demands. Recommends potential sites or areas for additional recreation use and planned development. Develops, plans, and monitors new construction of recreation trails, parking areas, trailhead facilities, campgrounds, picnic areas, parking areas, and access roads in consultation with other resource personnel.
Implements recreation plan objectives and inspects the full range of recreation uses, administration of special authorization for recreation events and concessionaire operations. Develops plans for potential sites or areas for additional recreation use and planned development.
Gathers relevant information and project cost for recreation facilities, maintenance, and operation. Develops source documents for managing and carrying out management plans.
Participates in the development, administration, and execution of annual work plans for recreation resources in compliance with agency guidelines and direction. Processes special use applications including on-the-ground investigations of site suitability, preparation of associated environmental assessment reports, and special use permits in final form for the supervisor's review.
Negotiates with private landowners and/or mining claimants to secure rights-of-ways deeds or easements. Develops environmental documents including impact of statements concerning proposed recreational sites, wilderness, trails, or Off Highway Vehicles (OHV) programs on other resources.
Uses INFRA, NRUM, MM, and other databases to maintain unit information in order to monitor recreation resources program activities. Communicates program information to the public regarding the agencies management practices, rules, and regulations relating to OHV areas. Works with local law enforcement agencies to ensure compliance with OHV operations with federal laws, reporting all known violations of law or regulations.
Supervision Less than 20% (GS-09 level)
Provides technical and administrative supervision to subordinate employees. Plans work to be accomplished, sets and adjusts short-term priorities and prepares schedules for completion of work. Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Provides supervision and training to one career-seasonal employee and one seasonal and/or intern.
ADDITIONAL REQUIREMENTS:
The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.
Must possess and maintain a valid driver's license as a condition of employment.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.
In addition to the requirements described above, the following additional education and/or experience are required for the grade(s) specified.
For the GS-7 level: Applicants must have one year of specialized experience equivalent to at least the GS-5 grade level; OR one full year of graduate level education; OR an appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Examples of specialized experience are: Performed basic duties and received training pertaining to forest recreation program. Assisted higher grade employees, or worked as a team member in accomplishing selected portions of projects which include collecting field data on minerals, lands, trails and special uses for preparation of management plans. Assisted in writing reports of technical nature in support of natural resource planning.
For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; OR a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Examples of specialized experience are: Participated in the drafting of annual work action plans for carrying out recreation management decisions. Worked alongside of senior members to develop potential recreational sites or areas for additional recreation use and planned development. Assisted with other resource management activities by analyzing the impact of those sources on the recreation program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
