The Human Resources Specialist (HR Development (HRD)) is responsible for planning, developing, administering, supporting, and evaluating Counsel-wide legal, technical, and specialty training programs. This position is located in the Training and Communications Division, Associate Chief Counsel (F&M).
The Training and Communications Division performs two vital functions for the Office: the design and delivery of high quality training, and the facilitation of essential communication. Each of these functions serves our mission to enhance employee efficiency, effectiveness, and engagement.
The following are the duties of this position at the GS-13 grade level. If you are selected at the lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
CONDITIONS OF EMPLOYMENT:
Because of its tax-related mission, the Office of Chief Counsel requires fingerprinting, tax verification, and a background security investigation as part of the pre-employment process.
You must meet the following requirements by the closing date of this announcement:
GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Having provided assistance with the development of new training courses and activities for legal and/or non-legal instruction with assistance from others; revised, updated, and adapted courses and activities to meet client needs; implemented administrative and technical training support requirements for training courses and activities with oversight; and drafted office-wide or targeted communications to employees and management regarding training programs and events with oversight.
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Having served as the lead training expert in the development of new training courses and activities for legal and/or non-legal instruction; reviewed existing legal and/or non-legal courses for effectiveness of instructional methods and media; implemented administrative and technical training support requirements for training courses and activities; and drafted office-wide or targeted communications to employees and management regarding training programs and events.
The experience may have been gained in the public, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
