The Counsel to the Associate serves as confidential advisor to the Associate Chief Counsel (Procedure and Administration) (PA), who performs highly complex research and analysis on important and sensitive legal issues assigned by the Associate Chief Counsel or the Deputy Associate Chief Counsels. These issues may include procedural aspects of filing returns and paying taxes; assessment and collection of taxes (including interest and penalties), abating, crediting, or refunding over assessments or overpayments of tax; disclosure, privacy, and FOIA; bankruptcy practice and procedure; summonses and the gathering of information; and judicial practice and procedures and performing special assignments of a case-specific or project nature relating to these issues. The Counsel to the Associate assists and advises on procedures for identifying, planning, and evaluating PA’s legal and administrative programs, services and resources and management of processes handled by PA including issues relating to the administrative and management support needs of the PA organization. He/she serves as the first-line supervisor for PA support staff in the front office which is composed of management analysts, administrative specialists, secretaries, and management/legal assistants.

Applicants must possess a J.D. and have one year of general legal experience plus three years of professional legal tax experience. An LL.M. degree in the field of the position (tax) may be substituted for one year of general legal experience listed above.
Specialized experience may have been gained while employed in a professional legal position in the Federal, state, or local government, the private sector including law firms, or nongovernmental organizations.
