EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
The Director, National Preparedness Assessment Division (NPAD) is also charged with implementing Section 649 (c) of the Post Katrina Emergency Management Reform Act (PKEMRA) which calls for the establishment of a “comprehensive system to assess, on an ongoing basis, the Nation’s prevention capabilities and overall preparedness”. NPAD is responsible for producing several congressional reporting requirements on an annual basis. NPAD is also responsible for collecting, tracking and disseminating lessons learned and remedial actions from real world events and exercises, including the implementation of Section 650 of the PKEMRA which calls for a Remedial Action Management Program (PKERA).
The incumbent is the program executive responsible for leading the National Preparedness Assessment Division to achieve its mission to advance all hazards preparedness by assessing and communicating the investments, activities, and accomplishments of the whole community as they relate to national preparedness.
Typical assignments include:
1) Implementing a systemic approach for identifying, prioritizing and executing operational improvements for critical issues in homeland security and emergency and, in particular, impacting services to survivors.
2) Developing preparedness assessment and analytical policy by analyzing the targets, accomplishments, and gaps within the National Preparedness Goal core capabilities.
3) Developing and delivering national preparedness assessment-based written and visual products that communicate National Preparedness to stakeholders throughout the whole community.
4) Overseeing contracts to obtain specialized as well as routine services which may be necessary to support assessment and evaluation efforts, such as statistical services, survey instrument development, qualitative and quantitative research, contract evaluations services, etc.
5) Selecting appropriate evaluation and research approaches along a spectrum of methodologies (e.g. experimental research design, developmental evaluation).
Failure to meet the basic qualification requirements and all Technical and Executive Core Qualification factors automatically disqualifies an applicant.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. The successful candidate will be a motivated leader who has a record of sound fiscal management, experience in a senior administrative position, and proficiency in community engagement.
Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 6 PAGES TOTAL. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES. The Executive Core Qualifications of the selectee are subject to approval by the Office of Personnel Management Qualifications Review Board (QRB). Unless you have already been certified by an OPM QRB in the past, your ECQs must be certified by an OPM QRB before appointment can occur.
TECHNICAL QUALIFICATIONS – MANDATORY
1. Demonstrated ability to set a strategic direction for a large organization, develop tactics to achieve the strategy, and experience measuring, monitoring, and managing performance.
2. Demonstrated ability to identify useful analytical approaches and skills from diverse fields (e.g. policy analysis & research, economics, evaluation, information systems reviews, systems analysis. auditing, financial analysis, organizational development. etc.) to apply to various assessment and evaluation products.
3. Demonstrated ability to develop applied risk and capability methodologies and oversee complex data analysis efforts.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
