As part of an award-winning organization, the Chief Technology Officer (CTO) and Senior Technical Advisor (STA) is a direct report to the Principal Deputy Assistant Chief Information Officer (PDACIO). The CTO, is responsible for managing, directing, supervising, staffing, coordinating and evaluating a variety of functions and/or activities. This office is responsible for providing expert level technical policy, planning guidance, and technical direction, oversight to FSIS’s IT innovation design, cybersecurity, engineering, testing, technology investments, IT initiatives, operations and maintenance (O&M) with DevSecOps missions to make FSIS a leader in the use of emerging technologies. Individual is responsible for modernizing the agency’s IT infrastructure by architecting and governing a secure innovative, scalable and mobile friendly IT infrastructure, services, system and devices that efficiently and effectively execute the agency’s business processes. Works with IT Enterprise Architect for all capital investment and portfolio management efforts. The individual helps the PDACIO office to oversee IT performance measures and the IT dashboard, ensuring the information and data visualizations are effective, timely, accurate, meaningful and actionable to support the Agency's public health and safety goals. The Office is also responsible for guiding the acquisition, development, deployment, operations, and maintenance of FSIS' robust IT infrastructure that includes platforms, telecommunications networks, desktops, messaging, web services, and contract services. Below are some of the specific duties for this position:
Establishes overall goals, objectives, priorities, and operational plans for the project and program as well as continually assesses and adjusts them accordingly;
Maintains surveillance of significant developments related to the assigned program area, prepares analyses of the implications of these developments and recommends program modifications;
Develops, publicizes, and garners support for the program agenda by meeting with other FSIS program officials, key executives within FSIS and USDA, and other interested parties such as key officials of other Federal agencies, contractors, members of the academic community, industry representatives, the media, and members of consumer groups;
Functions as the recognized technical/professional expert in the areas of DevSecOps, Shared Services, Product and project management, Mobility, Cloud, Information Technology Infrastructure, Enterprise Architecture, Networks, telecommunications, and upcoming Information Technology trends;
The incumbent is responsible for the policies and procedures that align with the EA and DevSecOps plans. Becomes a champion and change agent to modify and remove barriers/outdated policies for emerging technology while staying in full compliance with applicable laws and policies;
Directs the instrumentation, automation, and operations research and development and innovation programs to achieve the mission objectives with a product management mindset in a timely and effective manner;
Coordinates the work of and provides conceptual and professional/technical leadership and direction to other employees throughout FSIS and in other Federal departments who perform work in support of the program. Convenes and leads periodic meetings to facilitate coordination and integration of all program facets;
Identifies and secures the type and level of resources necessary to effectively manage the the product, program and project in a 7/24/365 environment;
Actively participates in key decision-making sessions conducted by OCIO management and has input into decisions affecting programs inside/outside the incumbent's purview.

• Subject to one-year supervisory/managerial probation period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisor training program before the end of their probationary period.
