The incumbent directs the work of the Contracting Directorate. Serves as the principal policy maker for the Commander and Program Executive Office (PEO) regarding systems acquisition and contracting policy matters. Formulates policy and provides staff direction within the Space and Missile Systems Center (SMC) to ensure compatibility and coordination of that policy among various Department of Defense (DoD), Air Force (AF), Air Force Space Command (AFSPC), SMC, PEO Space, and other organizations with vested interest in space acquisition. Maintains cognizance of new policies, reforms and directives issued by higher headquarters. Advises the Commander, PEO Space and SMC operating elements of the impacts of such matters on the planning of systems acquisition and the conduct of SMC programs. Oversees execution of competition management, acquisition planning, business and contract strategy, and negotiation issues and objectives. Provides for coordinated technical, fiscal, legal, and acquisition planning and presentations to the Commander and PEO Space. Collaborates with leaders across the enterprise to determine and or coordinate contracting-related changes affecting their activities.
KEY POSITION: This position is designated as a Key Position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
MISSION ESSENTIAL POSITION: This position is designated Mission Essential - designated employees are defined for peacetime operations and may be applicable to both US appropriated fund and Non-US employees. Mission essential duties are those that are defined by management as critical and essential regardless of weather conditions, emergency situations, or general dismissal authorizations (e.g., security, fire protection, medical, communications, etc.)
