The Technology Advisor is a key specialist advising on electronic discovery and litigation support work within Chief Counsel. The incumbent serves as an electronic discovery and litigation technology expert on the use of different litigation technology software, analyzes the electronic discovery and related litigation needs of each case, makes recommendations for the appropriate software programs, and processes electronically stored information (ESI) based on the needs of each case.

What is Procedure and Administration? The Associate Chief Counsel (Procedure and Administration) (PA) provides legal services in federal tax procedure and administration including legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, judicial proceedings, and disclosure of Freedom of Information Act (FOIA) and Privacy Act matters.

You must meet the following requirements by the closing date of this announcement:
GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: In-depth knowledge of litigation technology support best practices and industry specific software skills. Familiarity with the Federal Rules of Civil Procedure relating to e-discovery, knowledge of Electronic Discovery Reference Model (EDRM) and the creation/management of workflow for scanning, conversion and complex document review. Responding to discovery requests and assisting with trials. Leading and assisting others in the preparation of paperwork necessary for processing and completion of a case, including work on litigation, FOIA and/or e-discovery matters. Specialized software knowledge including expertise in at least three of the following applications: Concordance; Summation; iConnect; Clearwell; Autonomy; Ringtail; Recommind; Relativity; Catalyst; Case Logistics; ViewPoint; Nuix; Equivio; Legal Access Ware (LAW); and/or iPro. Non-industry specific software knowledge including Adobe Acrobat; MS Office Suite (e.g., Excel); MS Outlook; MS SharePoint; TextPad; BeyondCompare; and/or Internet Explorer.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Rating: Your application will be evaluated in the following areas: Knowledge of electronic courtroom technology and the ability to provide high quality, hands-on support to a variety of legal personnel such as attorneys for tax related cases; Ability to identify electronic document management and electronic courtroom problems, find solutions and recommendation action; Ability to use sound judgment in analyzing complex issues and in determining alternate courses of action to obtain necessary information; Ability to design, develop and instruct training programs; Ability to communicate effectively, both orally and in writing. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, Category A, Category B or Category C depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered, if your responses to the online questions are not supported by the education and/or experience described in your application.
