GS-09 -
(1) Provides safety related expertise to unit commanders and
supervisors in the establishment of techniques and procedures for the
elimination or control of unsafe acts (conditions), environments or
hazards.
(2) Conducts safety assistance visits to units during annual
training, convoy, range and other related tactical operations to ensure
compliance will all safety regulations and guidelines and to minimize
accident risk.
(3) Provides technical assistance in accident investigations.
Conducts on-site investigations in cases of multiple injury accidents
to determine causes and procedures for eliminating causal factors.
(4) Collects, reviews, analyzes, and investigates accident
reports submitted to the State Safety and Occupational Health Office,
Ground Safety Section. Coordinates and assists the collateral duty
unit safety officer/NCO in the preparation of, and timely submission of
DA Forms 285 to the U.S. Army Safety Center and ARNG Safety Office.
(5) Conducts periodic and unscheduled surveys and inspections
of ARNG facilities to determine compliance with Occupational Safety
Health Act (OSHA) and other regulatory requirements. Prepares reports
based on survey findings and analyzes mishap trends. Assists the
senior Safety Specialist in the assignment of risk assessment codes,
and abatement plans. Observes work methods and recommends corrective
measures to eliminate unsafe work practices.
(6) Prepares training materials and conducts safety training
classes, demonstrations, seminars, pre-annual training briefings and
other briefings as required. Prepares graphs, charts and information
for use in determining accident trends. Analyzes factors such as the
number of accidents and causes. Calculates ratios as to the cause and
results. Develops countermeasure procedures, by recommending changes
and remedies that will reduce accident rate and reverse trends.
(7) Assists the senior safety specialist in the promotion of
the safety programs. Advises personnel on the need for safety and
health protective equipment based on work environments and established
regulatory requirements.
(8) Conducts construction site inspections of facilities and
contractor personnel to determine compliance with applicable safety
code requirements (OSHA, National Fire Codes, etc.).
(9) Conducts surveys of indoor/outdoor ranges within the
state. Advises the senior safety specialist of their status and the
necessary requirements to apply for waivers for non-standard ranges.
(10) Assists in the preparation of regulatory, quarterly and
annual safety reports and other documents required by NGB, U.S.
Department of Labor (DOL), and United States Army Safety Center
(USASC). Maintains log of recordable and reportable
accidents/incidents within the state.
(11) May attend and participate in unit safety council meetings
to determine potential problem areas and provide guidance in proper
safety procedures.
(12) Provides guidance to unit commanders in the storage,
handling and transportation of munitions, explosives and hazardous
materials. Studies the safety impact of transporting these items and
makes recommendations to ensure regulatory compliance. Recommends the
procurement and distribution of safety promotional materials.
(13) Performs other duties as assigned.
National Guard Membership is required.
Males born after 31 December 1959 must be registered for Selective Service.

MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard. OBR/WOBR/ECMF immaterial. Must become compatible within 12 months of appointment.
IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion).
Individual selected for position will be required to attend/graduate from the Ground Safety Officer Course (GSOC), Fort Rucker, AL.
Selectee may be subject to uncommon duties, rotational shift assignments and overtime duties.
Participation in direct deposit is mandatory.
GS-11 Duties:
(1) Implements plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives. Provides technical expertise to managers and supervisors in establishing techniques and procedures for the elimination or control of unsafe behaviors, environments and hazards.
(2) Plans and conducts periodic and unscheduled surveys and inspections of all ARNG facilities including ammunition storage, warehouse, and equipment maintenance facilities, to determine
compliance with OSHA standards. Posts notices of unsafe or unhealthy working conditions. Assigns risk assessment codes, and prepares abatement plans and time frames of elimination of hazards. Observes work methods and recommends to supervisors/managers corrective measures to eliminate unsafe work practices.
(3) Serves as a technical representative to State Safety Councils and Committees.
(4) Evaluates the effectiveness of organizational safety programs through activity visits. Develops countermeasure programs to prevent or reduce accidents and hazardous conditions. Makes
assessments based on conformance with established ARNG policies and safety criteria, OSHA standards, and work requirements.
(5) Coordinates with operating activities to provide safety training, and ensures safety awareness throughout the ARNG. Plans, schedules, and conducts safety demonstrations, lectures, meetings and
conferences. Prepares or assists supervisors in preparing materials for safety meetings. Ensures preparation of graphs, charts, and other informational materials pertaining to accident trends and other aspects of the safety programs.
(6) Maintains close liaison with federal, state, municipal, and private industry to obtain safety materials and to facilitate adaptation of industrial safety practices to military methods. May
coordinate utilization of laboratories, equipment and safety training materials and/or facilities.
(7) Provides technical assistance in accident investigations. Participates in fatality investigations as a team member. Conducts comprehensive investigations in cases of fatal or multiple injury accidents to determine causes and procedures for eliminating a recurrence. Collects, reviews and ensures timely submission of all accident reports to the DA Safety Center and ARNG Safety Office. Codes DA Form 285. Evaluates and analyzes all pertinent accident data to
isolate significant facts and trends (seasonal accidents, location of hazards, extent of injuries and property damage, etc.). Plans corrective actions and recommends specific measures to correct
unfavorable accident trends.
(8) Prepares state safety standards for local implementation, writes regulations and prepares safety articles for state publications. Prepares SOPs pertaining to safety for special military training exercises and coordinates training and appointment of unit or organizational safety personnel.
(9) Conducts preliminary reviews of engineering plans for alteration or construction of buildings, structures, maintenance areas, machines or roadways to ensure integration of accident prevention
principles (proper lighting, machine guards, ventilation, positioning of ground support equipment, proper placement of safety signs, markings, etc.).
(10) Provides technical guidance and direction to personnel involved in hazardous operations. Observes work areas and practices where dangerous conditions or operations exist. Develops safety
checklists and distributes such to assist activities in conducting internal safety reviews.
(11) Coordinates with and provides assistance in the material
and Petroleum Activity and DOD Explosive Safety Board inspections.
Coordinates hazardous material movement with the Department of
Transportation (DOT).
(12) Investigates ARNG employee OSHA/Safety complaints with the Labor Relations Specialist or other SPMO representatives. Classifies seriousness of complaint and determines abatement process
and time frame.
(13) Surveys, inspects, certifies, and recertifies indoor/outdoor ranges. Processes renewal request for nonstandard range waivers.
(14) Presents safety budget requirements with justifications to superiors in support of the statewide ARNG safety program.
(15) May oversee the work of one or two employees performing safety functions and perform duties such as, providing on the job training; informing subordinates of agency polices and programs; and
identifying developmental and training needs of employees and recommending formal training.
(16) Performs other duties as assigned.
