The Office of Chief Counsel, Internal Revenue Service, Associate Chief Counsel (Income Tax and Accounting) employs approximately 90 attorneys who work in the National Office in Washington, DC. Income Tax and Accounting attorneys provide published guidance, field support and taxpayer advice on a variety of general tax and tax accounting issues, including: the determination of gross income and allowable deductions, timing of income and deductions, recognition and non-recognition of gains and losses from sales and exchanges of property, treatment of capital gains and losses, application of accounting methods and periods, treatment of installment sales and long term contracts, determination of inventories, and the application of the alternative minimum tax.
Because of its tax-related mission, the Office of Chief Counsel requires fingerprinting, tax verification, and background security investigation as part of the pre-employment process.
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position:

You must meet the following requirements by the closing date of this announcement:
For GS-12: Possess a J.D. and at least one year of general legal experience comparable to the GS-11 level which included assignments requiring extensive research, analysis, and evaluation. Or possess a J.D. and an LL.M. and a total record of education and experience which indicated the ability to perform legal work commensurate with grade GS-11.
For GS-13: Possess a J.D. and 1 year of general legal experience, plus 1 year of legal tax experience (1 year of legal tax experience must have been comparable to the GS-12 level) Or an LL.M. plus1 year of legal tax experience (1 year of legal tax experience must have been comparable to the GS-12 level). Specialized experience: In addition, the legal tax experience must have involved experience working on tax accounting issues, such as: recognition and timing of income and deductions, sales and exchanges, capital gains and losses, accounting methods and periods, installment sales, long term contracts, and inventories, and assignments involving complex and difficult legal questions requiring extensive research, analysis, and evaluation.
For GS-14: Possess a J.D. and 1 year of general legal experience, plus 2 years of legal tax experience (1 year of legal tax experience must have been comparable to the GS-13 level) Or an LL.M. plus 2 years of legal tax experience (1 year of legal tax experience must have been comparable to the GS-13 level). Specialized experience: In addition, the legal tax experience must have involved experience working on tax accounting issues, such as: recognition and timing of income and deductions, sales and exchanges, capital gains and losses, accounting methods and periods, installment sales, long term contracts, and inventories, and assignments involving complex and difficult legal questions requiring extensive research, analysis, and evaluation.
You must have graduated with a J.D. and/or an LL.M from an ABA-accredited law school.
