This position is assigned to the Support Services Office; Fleet & Family Readiness Division; Navy Region Hawaii; Commander, Navy Installations Command; located on Joint Base Pearl Harbor-Hickam, Hawaii. MAJOR DUTIES AND RESPONSIBILITIES
General duties include but are not limited to:
Assists with management of the Commercial Sponsorship Program to include, but not limited to, developing strategy; matching target population and events with potential sponsors; determining cost of events; opportunities for sponsors; developing proposal packages, sponsorship and advertising solicitations; selection of sponsors; sponsorship agreements; etc.
Maintains accounts/record keeping, evaluation of events and follow-up communication with sponsors and advertisers.
Develops proposal packages and negotiates best terms.
Initiates contracts and ensures they are reviewed by legal counsel, agreed to and signed by the appropriate person.
Ensures the contractual “quid pro quo” is fulfilled through execution of considerations and completion of evaluation/follow-up reports.
Develops after-action reports for major events and proof of performance for advertising sales.
Develops advertising sales rate sheets and agreements; tracks sponsorship considerations and advertising placement to ensure contractual compliance.
Assists in developing training and educational materials on event marketing and commercial sponsorship.
Serves as an expert on sponsorship regulations, policies, procedures and practices.
Provides visibility for N9 programs and disseminates information by making presentations to individuals or groups regarding N9 facilities, services, programs and special events available for commercial sponsorships.
Represents the Marketing/Sponsorship office on special event planning committees.
Conducts special meetings with appropriate staff members to ensure deadlines, sponsorship and advertising fulfillment, equipment, materials, and departmental commitments are being met for each event.
Develops and implements event promotional plans including initiation of graphic work orders, advertising placement, management of in-kind advertising, development of news releases and distribution of publicity materials.
Promotes and administers creative marketing and commercial sponsorship campaigns.
Prepares Purchase Requests in compliance with accounting standards for departmental and event-related purchases.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of basic principles, concepts, and methodology of Commercial Sponsorship and skill in applying this knowledge in carrying out elementary assignments, operations, or procedures.
Knowledge of research market methods and techniques to perform research analysis, develop surveys, evaluate and establish promotional strategies to identify customer needs.
Knowledge of contracting methods and techniques.
Knowledge of military marketing programs.
Skill in the use of automated software, databases, and graphic design software.
Skilled in coordinating large scale, complex activities and events.
Ability to solicit commercial sponsorship, negotiate agreements, and prepare after-action reports.
Ability to interpret, understand, adhere to and explain complex regulations, instructions and directives as they relate to Commercial Sponsorship.
Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
Ability to organize, plan, and administer events and activities.
Ability to develop and effectively deliver presentations and/or training.
Ability to communicate effectively orally and in writing.
Ability to establish and maintain effective communication and relationship with others.
Must be able to communicate clearly and effectively in English both verbally and in writing.
Must meet Federal employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
