This position is assigned to the Fleet and Family Support Center (FFSC); Fleet and Family Readiness (FFR); Commander, Navy Installations Command (CNIC); JEBLCFS,Virginia Beach, VA. This position is that of a fully credentialed Clinical Counselor. The FFSC is the Navy's primary agency for the delivery of an array of human services programs intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness. All FFR direct services are provided by the installation Fleet and Family Support Centers, and they fall into three main categories: Core Family Readiness, Navy Gold Star, and Sexual Assault Prevention and Response (SAPR). The majority of programs falls under the Core Family Readiness category and include sub-categories of Career/Retention, Deployment/Readiness, and Crisis Response. Diverse methods for delivering services include providing information and referral, educational instruction or training and professional counseling. The primary purpose of the position is to provide direct service in the form of counseling children, families, and groups on matters pertaining to family dynamics, parent-child interaction, couples communication, stress reduction, adjustment to military lifestyle, Family Advocacy Program (FAP) case management, treatment services and psycho-educational training programs.Clinical counseling includes the psychosocial assessment of children, development of treatment plans, treatment delivery, and appropriate referral. Case management services include the identification, reporting, risk assessment, safety planning, psychosocial assessment, treatment planning, treatment, referral, and follow-up of child and spouse abuse allegations for active duty military members and their families.
Provides assessment and short-term, solution focused counseling services to eligible children, individuals, marital or intimate partners, families and/or groups.Coordinates and manages specialized assessment and intervention services for at-risk children identified both inside and outside of the Family Advocacy Program (FAP).Serves as primary point of contact for child cases ensuring all actions are in compliance with Department of Defense (DoD) and Navy directives and civilian reporting requirements.Reports suspected child abuse and domestic abuse/violence to the local civilian authorities and the Family Advocacy Representative in accordance with (IAW) Navy and state requirements.Documents and maintains current records in the Fleet and Family Support Management Information System (FFSMIS) Case Management System pertaining to all assessment and counseling services provided.Assesses children/family needs; explores basic personality structure in relation to behavior patterns, mechanisms, and symptoms.Coordinates legal, medical and social services including commands, to assist in treatment and referral.Initiates, develops, and facilitates group treatment programs to address the needs of families, children and adolescent groups. Provides crisis intervention and safety planning as required.Independently manages assigned cases, consulting with the FFSC Counseling Advocacy Supervisor, Regional Quality Assurance Specialist or Counseling and Advocacy Program Coordinator where the case is highly complex or presents with special issues.
Provides safety planning, case management, treatment, and education services related to child abuse and spouse abuse.Serves as designated case manager and primary FAP point of contact for spouse and child abuse cases ensuring all actions are in compliance with DoD and Navy directives and civilian reporting requirements.Provides timely completion of all required assessments and documentation (e.g., Family Advocacy Risk Assessment). Completes concise case presentations to the Family Advocacy Representative for presentation to the IDC.Provides ongoing case management services to assess service and family member needs, confirms follow-through with treatment recommendations, and provides additional resource referrals as warranted by the case status.Develops and provides group and individual treatment targeting at-risk and substantiated victims and offenders of family violence. Ensures mandated reporting of child and spouse abuse is completed in accordance with DoD, federal, and state laws governing mandated reporting of family violence. Maintains clinical case records, treatment plans and required statistical data. Prepares case summary reports and maintains ongoing contact with the Family Advocacy Representative for all child sexual abuse cases involving alleged active duty offenders.Participates in site/regional quarterly quality assurance procedures to ensure all clinical and children services provided are safe and of good quality.Documents and maintains current records in the FFSMIS Case Management System pertaining to all FAP case management, Clinical Counseling and intervention services provided.

Guidelines consist of written policies, directives, procedures, manuals, and memoranda, such as the most current DoD Directive 6400.1, SECNAVINST 1752.3, and OPNAVTNST 1752.2. Federal and state laws concerning child and spouse abuse, and current professional and technical literature concerning family violence issues are also utilized in making program delivery decisions. The incumbent adheres to all general guidelines provided in the FFSC basic mission, and works within the framework established by higher authority, the incumbent will be required to use sound judgment in determining a course of action where written policy may not be available.
Incumbent must present information of a sensitive and sometimes emotionally charged nature to diverse groups of people within the military family community. This requires clear communication skills, the ability to facilitate and negotiate discussions, and continuous flexibility. In addition, the incumbent provides assistance to clients under considerable stress, placing demands on the incumbent to maintain objectivity and control in these conditions. Cases may involve multiple difficult and complex family problems including dual diagnoses, violence and impulsivity, and a variety of other mental health problems. Crisis intervention techniques will be used and developed to assist the client in resolving their issues. The incumbent will be required to develop a specialized program of treatment using resources available or through their own ingenuity and originality and based on accepted practice. Treatment plans may be for individuals or groups as required. The incumbent must be able to apply and remain within the boundaries of Navy policy and procedures in carrying out counseling services. When the incumbent finds the welfare of the client and needs of the service are in opposition, he/she must make judgments in further treatment and/or referral to other nongovernment services. The requirement to report to Child Protective Services requires sensitivity to the client and family relationships as well as the needs of the service.
The nature of FAP cases requires cooperation among various agencies and professional disciplines and strategic and timely interventions to prevent further incidents and manage immediate safety needs. The incumbent is responsible for overall case management services related to family violence and must remain objective and sensitive to the rights of both the alleged offenders and possible victims while prioritizing safety issues. The incumbent must also work closely with command personnel and establish credibility through strict adherence to regulations while maintaining sensitivity to command perceptions and opinions regarding the program.
Contacts are with individual military personnel and their family members for counseling; Commanding Officers and Officers-in-Charge of military commands; military/civilian supervisors of clients; state and federal personnel when dealing with treatment planning and protective services; other professionals, nonprofessionals, and general military population when presenting seminars, GMTs, briefings, presentations, or when providing information and referrals.
The purpose of contacts is to provide information, education, referral, consultation and follow-up service to the public with regard to the topics stated. Counseling/psychological support in assisting clients to resolve issues and develop a plan of action to achieve reduction of violent behavior and/or stress is one of the primary focuses of this position. Counseling services assist the client in becoming productive members of the military community and to conform to rules and regulations of the military and society.
