The incumbent is responsible for the execution of maintenance under 14 CFR Part 135 Air Operator Certificate, as well as the execution of certain engineering functions under the Flight Program Operations Organization Designation Authorization (ODA). Determines requirements and associated with overall aircraft/avionics maintenance, the airworthiness of aircraft assigned to or serviced by Flight Program Operations, and for providing day-to-day direction and supervision of employees assigned to or detailed to the Maintenance Support Group. This position requires an FAA Airframe & Powerplant Certificate.
Directs the work of subordinate employees and manages by providing management and oversight of maintenance programs to include planning, development, design, implementation operations, and execution of maintenance systems, including the administration of all FAA related and other applicable contract sources. Responsible for regulatory compliance in all areas of maintenance and engineering to include compliance with 14 CFR Parts 23, 25, 43, 65, 91, 135, 145. Implements and executes Memorandums of Understanding, contracts, etc., related to FAA-owned and exclusive-use leased aircraft. Directs, coordinates and implements policies, standards, procedures, and technical approaches for maintaining maintenance and engineering programs.
Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization’s vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organization units, managers, and employees; coaching and developing staff and organization capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Defines and acquires staffing and funding resources to meet business requirements in support of the Flight Program Operations organization. Plans for and provides annual training acquired by all users of the maintenance system and process. Prepares, defends and monitors all budgets related to the support of maintenance program.
Exercises and applies skills overseeing a comprehensive maintenance and repair program for multi-engine airplanes with a gross weight in excess of 12,500 pounds to provide maintenance service in accordance with applicable 14 CFR parts, federal directives, and operating and repair station certificates help by the Flight Program Operations organization, as appropriate. Applies experience overseeing and repairing aircraft to manage the approval of aircraft alterations, repairs, maintenance, and inspections. Applies experience maintaining aircraft to ensure that aircraft that are returned to service are safe, airworthy, and meet and/or exceed Flight Program Operations airworthiness standards. Applies a thorough understanding of the principles of management and strategic planning to integrate the work of multiple line stations into a single all-inclusive plan to determine budgetary and staffing requirements, administer policies and procedures, and develop comprehensive strategies to accomplish the objectives of Flight Program Operations.
Maintains a close working relationship and regularly interacts with the FAA Flight Program Certificate Management Unit (CMU) on matters relating to 14 CFR Part 135 maintenance and operating regulations, as well as 14 CFR Part 145 repair station regulations. Prepares responses and mandatory submission reports on a continual basis.
Represents Flight Program Operations on in-house and government-side work groups and teams, and is responsible for developing, implementing, and maintaining safety management system (SMS) processes within their area of responsible under the Flight Program Operations SMS.

SPECIALIZED EXPERIENCE: To qualify for this position at the FV-K level, applicants must have at least 52 weeks of Specialized Experience equivalent to the (FV-J or GS/FG-14) level in the Federal Service that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience may include but not limited to: directing and coordinating resources to provide maintenance on highly modified aviation platforms, experience in oversight of an aircraft/avionics maintenance program in accordance with established standards, federal aviation regulations, policies, practices and procedures; and/or experience leading maintenance technicians in achieving goals and objectives in a certificated flight program environment.
