Incumbent of this position manages a Branch of Consumer Price Index Surveys in the Boston/New York Region. Incumbent plans, directs and monitors the collection of statistical data for the Branch. The incumbent is responsible for survey planning; data collection; review, analysis, and quality control of collected data; and the testing of new collection and processing procedures. Directs collection efforts to achieve maximum efficiency within the limits of milestones and deadlines while considering factors such as deadlines, travel costs, and the need to assign work appropriate to staff capabilities and development needs. Supervises staff assigned to the Branch, insuring timely performance and quality of work. Recommends personnel actions and takes corrective action as appropriate. In coordination with the Assistant Regional Commissioner and other Branch Chiefs, reviews survey plans and specifications received from the national office and adapts them to regional needs, conditions, and resources. Manages and completes the review of completed schedules for reasonableness, consistency, atypical data and other pertinent criteria. Plans and conducts a formal data quality program for the Branch to evaluate staff performance and to ensure statistical validity of survey results. Serves as technical expert on the CPI, providing interpretations and advising and assisting a variety of public officials and survey participants. Plans, manages, and conducts training of Branch staff. Prepares Branch budget estimates and monitors spending within the Branch. Develops and maintains professional relationships with officials in sampled companies, particularly those in large multi- unit companies that receive numerous requests for data. Negotiates special reporting arrangements with major companies or associations where cooperation is vital and problems involved are both complex and sensitive. Participates in survey developmental activities and national level task forces addressing survey plans, program output, training and operating procedures.
