Responsible for the overall management of multiple indirect and direct businesses within Marine Corps Community Services (MCCS). Develops/maintains a business plan and associated budgets that support the MCCS Department program requirements specified in established policies and directives. The manager will guide the daily operations to serve the customers, support the business plan, and meet annual business goals. Effectively manages the business. Develops and executes a relevant marketing plan to grow the sales and/or customer base. Controls cost of goods by efficiently procuring goods and accurately pricing products or services to meet financial standards for the individual business. Manages operating expenses within MCCS policy, budget constraints, or other MCCS requirements. Plans and executes capital purchases that support the business plan. Analyzes financial reports and associated business metrics/benchmarks to further improve the business. Applies stringent internal controls to the business. Uses internal controls and inventory procedures to protect the business assets. Maintains and enforces security of funds, retail merchandise, supplies and equipment to prevent or minimize the potential for fraud, waste and abuse. Follows relevant administrative procedures. Meets all administrative requirements levied by the MCCS Department in a timely, accurate manner. These will include information requests, monthly financial business reporting, payroll processing, procurement of goods and services, and policy changes.
Responsible for a variety of operational duties within the Services Department. Directs Services employees and contractors in all facets of operations fordirect and indirect run businesses. Monitors a wide variety of reports and source documents and resolves discrepancies found. Responsible for performing audits of indirect run operations. Reviews, corrects and distributes a variety of accounts payable reports. Coordinates with other departments to reconcile discrepancies between paperwork submitted to the MCCS Financial Office and other documentation. Initiates and assists in testing and modifying existing new programs. Develops operational and procedural information for users and identifies and analyzes problems in system design. Coordinates and recommends possible adjustments and changes to existing system. Provides on-site technical assistance and training to Services Department employees as required. Responsible for inventory control, customer service programs and operational reporting. Functions as Contracting Officer Technical Representative (COTAR) for various vendor contractors. Analyzes financial statements and other pertinent data to evaluate operational efficiency.
Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and approving time, training employees, keeping abreast of and actively supporting the principles of the EEO program and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact for help when problems arise.
Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees.
Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return to Work” program initiatives and following up on employee well-being. Adheres to safety and environmental regulations and standards. Uses required safety equipment and observes safe work procedures. Promptly reports any observed workplace hazards and any injury, occupational illness and or property damage resulting from workplace mishaps to the immediate supervisor. Performs other duties as assigned.
EVALUATIONS:
Must have five years’ experience which demonstrates basic knowledge of business administration and familiarity with business practices and market conditions applicable to program and technical requirements sufficient to perform required duties. A degree from an accredited college or university in accounting, business finance, or a related field is highly desired. Demonstrates knowledge of accounting principles, practices, and procedures necessary to verify and edit accounting data. Previous experience and knowledge of clerical and accounting principles and practices used in a services environment is helpful. Ability to operate a variety of office machines to include a personal computer. Ability to communicate effectively both orally and in writing. This is a white-collar position where occasional lifting up to 20 lbs.
