The area of consideration for this position is CAT 1 (Areas 1-3) (NCARNG). Application will only be accepted from current military members of the North Carolina Army National Guard.
As a MAINTENANCE TEST PILOT, GS-2181-12, you will perform maintenance operational checks (MOC) and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, replacement or modification of components or aircraft systems; perform general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and proper functioning of aircraft components or systems; perform acceptance test flights of new aircraft when required; plan and direct the quality control management program of the AASF; plan and establish quality control operations and procedures for the application of Modification Work Orders and Technical Bulletins and assure that instructions are followed on all the aircraft supported by the installation; answer correspondence, prepare reports and furnish advice and assistance pertaining to quality control matters to supervisors, shop foremen and other members of the organization; ensure that Quality Deficiency Reports are initiated and forwarded when equipment fails, deficiencies are discovered in newly received equipment or equipment improvements are proposed; serve as point of contact for the AASF in communications between the facility and the labs in the Army Oil Analysis Program and oversee the local aspects of the program; inspect shop facilities, management practices, fire prevention plans, ventilation systems, lighting systems and aircraft and equipment records to assure proper shop and flight line safety for personnel and equipment in the maintenance area of operations; advise and make recommendations to the Facility Commander on quality control matters; exercise supervisory responsibility for one or two subordinate workers engaged in technical inspection of the aircraft; exercise overall technical responsibility for the performance of subordinate workers in such endeavors as precision measuring and test equipment calibration and certification, maintenance of the technical publications library, taking samples for AOAP, inspection of aircraft maintenance work for conformance to established quality standards, and conducting tear down inspection to determine causes of deficiencies.

GENERAL EXPERIENCE: Applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.
SPECIALIZED EXPERIENCE: Applicants must have working experiences in civilian aviation programs or in military service aviation programs (active duty or reserve components). To qualify, the applicant must have at least two years specialized competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Experienced in reviewing and analyzing mission tasking, intelligence, and weather information. Experienced in filing flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives.
