The COS is responsible for providing leadership for all clinical care, with an emphasis on promotion of access to high quality health care for veterans as well as patient safety. He/she is also responsible for leading an academic program to include medical education and research
With the Director, the COS reviews organizational proposals to ensure that the use of manpower is efficient and economical and achieves the goals of the health care system. As the physician executive, the COS is actively involved in VA HVHCS's leadership and management of resources, organizational performance improvement, patient and employee satisfaction, environment of care, and strategic planning. In collaboration with the Medical Center Director, the Chief of Staff assists in the development, organization, implementation and support of patient care, and medical education of the clinical and allied health services.
To carry out these responsibilities, the COS formulates and recommends plans for a comprehensive program of medical care. The COS develops the requirements of staff, facilities, equipment, and supplies needed to carry forward such an integrated program, utilizing necessary reviews and controls. Appraises the effectives of the various medical programs in meeting the needs of patient care. The COS develops and maintains current accepted management practices throughout the organization. Communicates directly with the VISN 2 Chief Medical Officer with regard to the quality and coordination of patient care across the continuum and issues related to one standard of care at the facility.
The COS may serve on VISN Committees, as well as in other various network assignments. The COS is responsible for the efficient operation of the health care system's clinical functions as well as the administrative coordination of its clinical activities and operations to ensure timely and high quality to service to our Veterans. Access to services is High level analytical skills are needed to balance quality, access, satisfaction, and fiscal efficiency. Board certified preferred.

Annual leave shall accrue for full-time physicians at the rate of 26 days per leave year (1 day per pay period).
