This position is located in the Naval Support Activity, Williamsburg VA, Regional Support Services program, Morale, Welfare and Recreation Department, Recreation Division. The purpose of this position is to manage the daily operation of the assigned Recreation/Internet/liberty centers and any other affiliated programs located there in.
Responsible for the operation of the assigned internet/Recreation center and Single-Sailor recreation programs, which may include Liberty program, theater, food and beverage service, etc.
Develops and administer a variety of programs serving the needs of a diverse customer base, and ensures services and programs support target patron areas. Oversees programs, tournaments and special events, evaluates and develops goals and objectives, and recommends changes to current programs or establishment of new ones. Ensures that services, programs and facilities are efficiently scheduled, properly staffed and met the needs of the service population. Keeps chain of command properly advised at all times.
Provides input into preparation of annual NAF and APF budgets. Ensures all funds are properly utilized in accordance with established regulations and guidelines. Ensures any government credit card use is appropriate and that all record keeping is within command mandates. Prepares and submit purchase orders, vouchers, work orders and contracts. Establishes and maintains internal controls over all property, equipment and supplies of the assigned facility.
Ensures all equipment, services and furniture are properly maintained, repaired, and/or replace as needed and continually inspects facilities. Ensures all trouble calls are made promptly, repairs or maintenance is performed and timely follow-up is accomplished.
Maintains records and files in both print and electronic formats. Responsible for all aspects of management correspondence and generates reports as required by the command and/or higher authority. Maintains an up-to-date library of reference and resource materials. Dispose of files, records and directives that are obsolete, outdated or superseded. Develops and maintain program-related database.
Performs other related duties as assigned.

Specialized experience must demonstrate the following:
Supervise the daily work of all or some of the following: (1) Recreation Specialist (Liberty) NF3; up to (15) Recreation Assistants NF02; up to (4) Motor Vehicle Operators (flexible bus drivers) NA7; and up to (2) Facility Assistants NA 02/03. Supervisory duties include scheduling, assigning and prioritizing work, evaluating staff performance, recommending awards/pay adjustments, approving/disapproving leave, interviewing and recommending candidates for hire, supporting Equal Employment Opportunity objectives, and initiating corrective and/or disciplinary actions via the appropriate channels as required.
Must possess a general knowledge of the operation of the facilities associated programs, which may include but is not limited to: Internet Centers, Single Sailor/Liberty programming food and beverage service, and Information, Tickets and Tours. Must possess demonstrated competency in common computer applications such as word processing, spreadsheets, serves and Internet functions, Microsoft Office Word, Excel, and Powerpoint strongly preferred. Must possess excellent written and verbal communication skills and have the ability to create professional reports and presentations.
Reports directly to the assigned Recreation Division Operations Manager, who defines broad program objectives, sets certain priorities and is available to assist in unusual circumstances, which do not have clear precedence. The incumbent is expected to carry out day-to-day operations independently. The incumbent’s schedule frequently will not coincide with that of the supervisor. Work is reviewed for achievement of objectives and goals set by the supervisor and effectiveness of program delivery.
Guidelines include, but are not limited to: BUPERS Instruction 1710.11C and 5300.10A; command and MWR policies, instructions, directives and SOP’s. The incumbent uses established and published policies for the basic program operations using some independent judgement in adapting guidelines and translating program policies into positive and practical program plans.
Responsible for the management, administration and technical direction of the assigned Internet/Recreation center and Single Sailor/Liberty recreation programs, involving a variety of
Work, priorities and processes. The incumbent must rely on management experience and sound knowledge of good business practices (i.e., costs, procurement and asset management, etc.) to plan and execute programs and services to meet required deadlines and satisfy the target audience. The activities and programs directly contribute to the military member’s positive morale and wellbeing, by promoting a positive, healthy outlet and wholesome use of leisure time. Through continual monitoring of activities in the facility, it ensures the safety and satisfaction of patrons, without diminishing the enjoyment of the facility.
Contacts are with the MWR management and staff, community recreation, sports and entertainment professionals, Navy MWR headquarters staff, professional associations, and include active-duty and retired military officers and enlisted members and their family members. The purpose of these contacts is to provide programs and services, obtain and disseminate information and to gather information to provide referrals on services, programs and events from other MWR divisions. Contacts outside of MWR are the primary means in which the program obtains discounts in special consideration of the military member and their family; assess and advertises current programs, obtains information on proposed programs, services and events, and keeps abreast of current trends and developments.
Work is performed both indoors and outdoors and requires considerable sitting, standing, bending, crouching, walking, pushing and pulling. Unassisted lifting, moving and carrying of supplies, equipment and other program items weighting up to 45 pounds is required to set up exhibits, organize space or set up booths for festivals. Outdoor activities are year round with exposure to a variety of weather elements.
Must possess and maintain a valid state driver’s license, as travel is required. Must obtain and maintain CPR and First Aid certifications within 90 days of employment. Employment is conditional on the successful completion of a National Agency Check or equivalent background check(s) upon selection and periodically thereafter. This position is designated ALPHA personnel for inclement weather or in the interest of national security and will be required to report for work when other employees are excused during base closures. Work is subject to an irregular tour of duty, including evenings, weekend and holidays.

A Bachelor’s degree in Recreation, Leisure Studies, or closely related field is preferred, but may be substituted by an equivalent combination of education, training and related work experience, which must include a minimum of three years documented experience in recreation programming and facility management which includes budgeting, purchasing and internal controls in positions of increasing responsibility. Must possess a minimum of one year documented supervisory experience.
