Participates with the Forest Engineer/Staff Officer in the formulation of policies, objectives, work programs, and plans by providing authoritative input on Engineering activities of the National Forest including: transportation system of roads and trails; restoration and rehabilitation activities; construction and maintenance of Forest improvements; and/or fleet equipment.
Responsible for the quality, quantity, and coordination of all work performed in the assigned program area(s).
Coordinates the assigned program(s) and plans with other resource management functions, monitors the accuracy of plans, policies, programs, and administration through the planning, design and direction, and management of field reviews of program and activity levels.
Directs or reviews the preparation of complete and detailed project plans, specifications, and cost estimates for civil engineering projects.
Participates in the development of strategic plans involving program, project, budget and organizational elements in a multi-year context to achieve resource management objectives as established in the Forest Land Management plan.
May serve as a liaison between the Forest and Regional Office Directors on matters involving the scope of the program.
Represents the Forest Engineer in establishing and maintaining personal contacts with local representatives of other governmental agencies (Federal, State, County and Municipal), civic organizations, and with key individuals.

Degree: Engineering. Program must: (1) be from a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education/experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering as demonstrated by one of the following:
Professional registration/licensure - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
Written Test – Passed the Fundamentals of Engineering (FE) examination, or a written test required for professional registration by an engineering licensure board.
Specified academic courses - Completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the degree requirements.
Related curriculum - Completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and at least 1 year of professional engineering experience acquired under professional engineering supervision.
In addition to the requirements described above, the following additional experience is required for grade specified.
For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 level. Examples of specialized experience are: Prepared original designs, or preliminary and final layouts, for facilities, systems, or equipment with difficult/unusual components, or characterized by a variety of conditions; Prepared contract documents for federal government contracts as an ER or COR; monitored work of contractors by reviewing progress charts, conducting field surveys, verifying fulfillment of obligations on moderate complexity projects, and providing technical assistance; developed programs for maintenance of facilities varied in type and purpose, but had ample precedents for planning, design, and construction; or performed studies of considerable scope/complexity with elements from related disciplines, such as systems engineering mathematics, operations, research, and/or computer science.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
