Serves as Project Manager and technical expert in the discipline of mechanical engineering in the Office of Facility Management for new construction and renovation of existing facilities.
Serves as management’s technical expert in implementation of mechanical system designs that comply with high performance building designs and with current executive orders on green building initiatives. Applies knowledge of building codes and FAA’s energy policies and objectives to ensure organization compliance.
The mechanical engineer is responsible for the interpretation, reviewing and analysis of mechanical design concepts, reviews A/E consultant works for compliance with program requirements, reviews construction activities for compliance with contract documents, .
Produces plans and specifications necessary for competitive bid documents through the use of the Computer Aided Engineering Graphic, software AutoCAD. Provides mechanical engineering guidance to lower-level staff to solve routine and difficult technical issues.
Prepare budgetary cost estimates with a high level of detail to present to management. Prepares project schedules and reports progress of project milestones.
Acts as the Contracting Officer Representative and provides the Contracting Officer with technical oversight of construction activities.
Contacts are internal and external. Formulates and recommends to management position on major projects/policies/issues. Prepares reviews and recommends approval of reports on projects, program and other work activities for internal and external distribution. Develop briefings to convey strategic vision and/or organizational policies to internal and external audiences. The mechanical engineer works with all levels of architects and engineers, federal, local and state governments agencies, to plan, and implement design solutions.
Provides expert technical guidance and instruction both internally and externally to address diverse complex issues which often cross, multiple projects, programs and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with management to identify and resolve problems.
Works is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with project requirements.
The mechanical engineer will be licensed as a registered professional engineer (P.E.) in the state of Oklahoma.
This is a bargaining unit position.
Justification: The mechanical engineer position is proposed at the I Band due to experiences and advanced knowledge of engineering discipline, design, principles, theories and concepts. It involves professional and coordination/collaborations with division managers, contract project managers and organizational line of business and customers.
OPMs Individual Occupational Requirements (IOR) for Professional Engineering Positions in conjunction with the Group Qualification Standard for Professional & Scientific Positions.
BASIC REQUIREMENTS: (A) Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR (2) include differential AND integral calculus AND courses (more advanced than first-year physics and chemistry) in FIVE of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature & properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR (B) Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration-Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. 2) Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for the professional registration which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 3) Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A above. 4) Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had a least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g. in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
IN ADDITION TO THE ABOVE BASIC REQUIREMENT: TO QUALIFY FOR THE POSITION AT THE FV-I GRADE LEVEL, you must demonstrate in your application you possess 52 weeks of Specialized Experience equivalent to the FV-H (FG/GS 11-12) level in the Federal Service. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE INCLUDES: may include but not limited to: Experience applying advanced knowledge of mechanical engineering principles, green building and sustainable design, theories, and concepts to evaluate campus wide construction, renovation, performance, and efficiency; experience in interpreting, reviewing, and analyzing mechanical design concepts for compliance with contract documents; experience overseeing implementation of new and existing building systems; experience as technical expert for new construction and renovation of existing buildings.
