The primary responsibility of the Health System Specialist is to provide support to the Administrative Officer of the Surgical Service at VA Boston Healthcare System and also to provide, to a lesser extent, administrative support to the Chief, Surgical Service. The position is located in West Roxbury, MA. Some of the duties include.

The position will develop, analyze, evaluate, advise on, or improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management. Work is done in conjunction with DSS in determining workload related staffing hours that relate the statistical information with manpower (e.g. types and levels of FTE) for the multiple program areas in Surgical Service;
The position conducts projects and performs assignments as a Health System Specialist for the Surgical Service. He/she conducts studies and special projects (e.g. staffing reports that perform a variety of overtime analysis to determine who performs overtime, for what purpose, and the cost effectiveness to implement health care delivery programs and improve the efficiency of health care operations throughout the Surgical Service in matters such as personnel, fiscal, and supply administration;
The position conducts analyses of all aspects of current or projected health care programs throughout the Surgical Service for effectiveness in achieving planned goals and objectives and meeting the need of veterans and the general public; develops, maintains and monitors integrated reporting systems affecting various Surgical Service programs, functions and operations that are extensively interrelated; communicates Surgical Service information to management for effective evaluation of program operations and milestones; analyzes, extracts summaries and identifies significant trends and issues; forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data for executive level presentations and briefings;
The position ensures program goals, objectives and operations are relevant and works with the service AO to accommodate limited space for ever expanding Surgical Service program needs, while limiting the adverse effects on the Surgical units;
The position performs special studies or projects, as required, in support of unique or emergent situations affecting the Surgical Service;Performs other related duties as assigned.

Physical Requirements: Work is primarily sedentary although some slight physical effort may be required. The work is typically performed in an adequately lighted and climate controlled office and may require occasional travel.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
