- Performs detailed reviews and analysis of established procedures and ensures that the administration and operation of financial control systems--to include budget, accounting, payroll, accounts payable, and travel--are in compliance with established statutory requirements, regulations, directives, and policies.
- Plans, coordinates, and conducts an annual written Operational Review Program (ORP). The ORP encompasses reviews of all functional finance and accounting operations. Determines the objectives and scope of all reviews and audits. Prepares a written plan for the conduct of each review or audit. Analyzes each functional area within the Comptroller Division. Develops findings, determines and facilitates required corrective actions, and provides formal written reports to the Financial Manager (FM). Performs follow-up reviews to assure corrective action has been taken. Conducts special or quick reaction assessments of potential systemic weaknesses and highly vulnerable processes or systems; and provides special or quick reaction assessments that supplement and enhance detailed analysis of the functional areas and systems. Recommends changes to finance and accounting procedures and practices throughout the state. Annually performs an analysis of the overall effectiveness of finance and accounting operations.
- Serves as the division's primary point of contact for the Management Control Program. Ensures management controls are in place and effective. Prepares Management Control Evaluation Certification Statements for the division's portion of the Management Control Plan.
- Continually assesses and evaluates the effectiveness of finance and accounting operations through the review of standard performance management metrics. Assesses the indicators and identifies operational areas currently not meeting performance goals as established within the ORP Plan. Assists Comptroller personnel in establishing and implementing methods or procedures to detect, prevent and resolve operational deficiencies. Identifies trends and specific problem areas as well as root causes of operational deficiencies. Performs follow-up reviews ensuring corrective actions produce the desired program results.
Military Grades: Officer, O2-O3 / Warrant Officer, CW2 - CW3 / Enlisted, E7-E8

EDUCATION REQUIREMENTS:
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. OR
Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that: (a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining; (b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and
advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and, (c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the duties of the position. An applicant must demonstrate the following specialized experience to qualify for a position identified by its applicable position description GS-Grade, Financial Management Certification Career level, and assigned military skills.
To qualify for the GS-0510-11 position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. Candidate must have at least 24 months of accounting experiences and competencies that provided knowledge of principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard accounting business program requirements. To qualify for the GS-11 grade, an applicant must have experiences and training that demonstrated the ability to conduct accounting business in accordance with directives and policies; the ability to study and evaluate the existing internal control systems to determine the level of reliability; and, the skills to determine the appropriate procedures needed to validate system reliability. An applicant must have the competency to obtain sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion regarding the activity under examination. The applicant must has GS-0510 accounting experiences that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the activities discharged their financial responsibilities, and/or to determine that the financial records were maintained in accordance with applicable regulations. An applicant's experiences and education must demonstrate his or her ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
As a condition of continued employment in the GS-0510-11 position, dependent on the position's certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.

Skill in planning, coordinating and conducting an annual quality assurance program is also required.
2. Knowledge of applicable laws, policies, and regulations and internal control programs to ensure that review coverage is appropriate in meeting established objectives.
3. Knowledge of ARNG and state financial management objectives, missions, policies and systems, and their relationship with national and local organizational elements, to advise the FM on a wide range of financial management issues is required.
4. Knowledge to independently plan and conduct functional area reviews and the ability to gather, organize, consolidate, analyze accounting data, and separate essential from nonessential information. Ability to develop findings and/or reports that clearly identify operational problems and trends; and develop alternatives or solutions to resolve conflicting goals and objectives. Ability to monitor the resolution of problem areas and correction of deficiencies identified. As technology and methodology changes, ability to develop and/or modify review methods and techniques.
