The Office of the Special Trustee for American Indians was established under the American Indian Trust Fund Management Reform Act of 1994 and is responsible to the Secretary of the Interior for implementation of all aspects and responsibilities assigned under the Act. The Office of Special Trustee (OST) was created to improve the accountability and management of Indian funds held in trust by the federal government. As trustee, the Department of the Interior has the primary fiduciary responsibility to manage both Tribal trust funds and Individual Indian Monies (IIM) accounts
The Department of the Interior is searching for an applicant who will be dedicated to the mission of the Office of the Special Trustee for American Indians (OST). This position serves primarily in a staff capacity to assist in the various outreach activities involving the implementation of the Land Buy Back Program (LBBP), and acting as a liaison for the OST- Field Operations related to the ongoing outreach initiatives. The position is located in the Department of the Interior; Office of the Special Trustee for American Indians; Office of the Principal Deputy Special Trustee, Deputy Special Trustee – Field Operations, Rapid City, SD.
Please note: You may be required to operate a vehicle while traveling; therefore you must be able to obtain and maintain a valid state driver’s license.
NOTE: This is a TERM appointment. Appointments to this position, however, will not convey permanent status in the Federal service and will be for a period not to exceed (NTE) 13 months with the possibility of extension up to a total of two (2) years.
NOTE: Occasional weekend work may be required.

Salary Information
GS-09: $50,598 - $65,778; First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

At the full performance level (GS-09) the major duties of this position include, but are not limited to the following:
1. This position serves primarily in a staff capacity to assist/participate in the various outreach activities involving, the implementation of the Land Buy Back Program (LBBP), acting as a liaison for OST-Field operations as well as assisting with OST’s ongoing outreach initiatives/activities.
2. The incumbent keeps informed of LBBP and OST-Field Operation initiatives, schedule and implementation plans with particular attention to outreach efforts. This involves attending meetings, keeping abreast of implementation timeframes, deadlines, gathering and making available presentation and information materials, and coordinating related outreach efforts.
3. The incumbent serves as a regional point of contact, reference source, and coordinator for the planning, development, and implementation of both new and ongoing outreach initiatives/efforts/projects related primarily to the LBBP as well as ongoing OST-Field Operations outreach initiatives/ activities.
4. Incumbent will provide management with feedback considerations, suggestions and recommendations for enhancing/ improving outreach products/ efforts, assist in the development of related policies and procedures and contribute to gathering metrics relevant to measuring outreach effectiveness.
5. The incumbent will work, communicate, and coordinate with all levels of employees (local staff, Fiduciary Trust Officers, Deputy Regional Trust Administrators, and Regional Trust Administrators) throughout OST in Albuquerque and in the field. Incumbent will also participate in planning sessions at management levels, in developing Field Operations-wide goals and objectives for providing assistance to the LBBP and ongoing OST-Field Operation outreach services to trust beneficiaries.
6. The incumbent will routinely collaborate with and serve as a liaison/ coordinator between Field Operations and Bureau of Indian Affairs (BIA), LBBP program and tribal government staff and possibly individual landowners relative to issues involving the goals, objectives and implementation of the LBBP.

Specialized experience is defined as: experience participating in the creation of outreach initiatives; writing informational material to be disseminated regarding an outreach initiative or activity. Experience participating in outreach initiatives, including contact and collaboration with multiple stakeholders; creating new plans for disseminating information related to outreach activities.

Education: You have completed a Master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related.
