MAJOR DUTIES include, but are not limited to:
Serves as project manager for ad-hoc project teams assembled to design & manage construction of Regions' projects.
Coordinates & integrates project activities by identifying the appropriate A/E services to be utilized in planning & design process; directs pre-design site investigations; performs as project liaison with regulatory agencies, utility companies, cultural & natural resource compliance authorities, & hazardous material abatement requirements.
Serves as the Contracting Officers Representative for A/E & construction contracts.
Develops plans for implementing projects by determining appropriate parameters, objectives, & scope. Establishes schedules & deliverables. Oversees quality assurance programs for design & construction.
Manages & administers project resources by preparing Project Management Plans; oversees development of preliminary design data & specifications for preparation of conceptual & budgetary cost estimates; establishes project budget; reviews payment requests, & approves requests for payment.
Works with contractors to resolve pay request discrepancies & makes appropriate recommendations to contracting officer for full, partial or non-payment. Tracks budget & expenditures during the course of the project, to identify & resolve shortfalls, and performs occupancy and closeout services.
Assists program representative with warranty issues. Remains engaged with all aspects of project to identify problems or potential problems early; & works with contractors, program representatives, & regulatory agencies to resolve problems.
Gives presentations & prepares briefing materials on projects. Audiences may include co-workers, supervisors and upper management within the agency, program representatives, regulatory agencies, contractors, or general public.
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
(1) Knowledge of the principles, methods, and tools of project management including the budgeting, planning, designing, scheduling, coordinating, managing, and inspection of construction projects.
(2) Ability to effectively manage private-sector design services for refuge or hatchery facilities or systems, or design such systems when it is not cost effective to use A/E services, and coordinate and monitor planning and design work involving many components or phases of a project.
(3) Knowledge of contracting procedures for selection, negotiation, and performance evaluation of outside A/E consulting services and construction contractors sufficient to be qualified as a COR for A/E and construction contracts, and related economics, planning, design, and construction practices.
(4) Ability to assess the needs of customers, listen to and resolve their concerns, and deliver a quality project which meets their needs on time and on budget.
(5) Knowledge of engineering and architectural concepts, principles, and practices applicable to the full range of duties concerning investigations, surveys, planning, design, construction, and maintenance of a wide variety of facilities. This includes familiarity with related engineering fields such as hydraulic, electrical, mechanical, structural, and environmental, and with applicable local, State, and Federal regulations governing various projects.
