Serves as a Packaging Specialist in the Transportation Contracts Section, Transportation Management Branch, Transportation and Travel Management Division, A/LM/OPS/TTM/TM.
Responsible for evaluating, studying and recommending packaging and shipping methods of a variety of articles both in the U. S. and overseas. In addition, the incumbent is responsible for redefining policy and regulations involving packaging specifications and overseeing the work of a number of intermittent employees.

Studies new packing methods and containers to evaluate their quality and compliance with the standards required for packing the various articles shipped by the Department, including household and personal affects, vehicles, explosives, perishable cargoes, medicines, valuable art and exhibits materials, etc. Inspects incoming shipments to evaluate host country packing methods and to assist overseas posts in improving the local packing practices.
Gathers and evaluates technical information from this source for proposals of substituting lighter, better material which would result in savings on weight allowances. Surveys packing operations abroad, private residences and contractors' plants to ensure that containers and crates are being fabricated in accordance with applicable specifications or permissible weights; ensures that contents of exterior shipping containers are properly cushioned, padded, blocked, and braced to withstand normal handling for overseas shipment.
Inspects storage warehouses and storage lots to ensure that environmental conditions are appropriate to protect stored effects. Interprets specifications and contractual requirements for commercial contractors and inspection personnel, clarifying areas not specifically defined; recommends the type and degree of preservation or packing required for items procured for shipment abroad; and acts as arbitrator when unusual circumstances arise between shipper and contractor.
Serves as a team leader to provide technical direction to other employees and ensure that work assignments are completed. Distributes and balances the workload among employees and assures its timely accomplishment. Resolves simple informal complaints of employees and refers other to the supervisor.
He/she provides recommendations to the supervisor on employees' performance elements, appraisals, and training needs. Prepares statistical analysis and reports of all inspections performed to ensure objectives are achieved. The incumbent recommends procedures that would enable the performance of more inspections with greater efficiency.
