GS-09 grade level: Applicants may substitute education for the experience required for the GS-09 level. Masters or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D., with courses related to the duties of this position to qualify at the GS-9 grade level. This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED).
GS-11 grade level: Applicants may substitute education for the experience required for the GS-11 level. Ph.D or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree; or LL.M, with courses related to the duties of this position to qualify at the GS-11 grade level. This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED).
GS-12 grade level: There is no education substitution for this grade level.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
This position meets the criteria specified in pillar number one of the five pillars of the PHS Commissioned Corps.
