All presently employed Delaware Army National Guard permanent federal technicians. (Area I only)
(1) Performs maintenance operational checks (MOC) and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, replacement OF modification of components OF aircraft systems. Performs general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and/op proper functioning of aircraft components or systems. Performs acceptance test flights of new aircraft when required.
(2) Plans and directs the quality control management program of the AASF. Does immediate and long-range planning for all matters pertaining to quality control at the facility. Plans and establishes quality control operations and procedures for the application of Modification Work Orders (MWO) and Technical Bulletins (TB) and assures that instructions are followed on all the aircraft supported by the installation. Answers correspondence, prepares reports and furnishes advice and assistance pertaining to quality control matters to supervisors, shop foremen and other members of the organization. Ensures that Quality Deficiency Reports (QDR) are initiated and forwarded when equipment fails, deficiencies are discovered in newly received equipment or equipment improvements are proposed. Serves as point of contact for the AASF in communications between the facility and the labs in the Army Oil Analysis Program (AOAP) and oversees the local aspects of the program.
(3) Exercises supervisory responsibility for one or two subordinate workers engaged in technical inspection of the aircraft. Accomplishes performance ratings, authorizes and approves leave requests for assigned personnel. Interviews and recommends job applicants for vacant positions within area of responsibility and orients new employees. Informs subordinates on features of personnel management and employee relations such as the appeal and grievance rights and basis for position classification actions. Exercises overall technical responsibility for the performance of subordinate workers in such endeavors as precision measuring and test equipment calibration and certification, maintenance of the technical publications library, taking samples for the AOAP, inspection of aircraft maintenance work for conformance to established quality standards, and conducting tear down inspection to determine causes of deficiencies.
(4) Performs other duties as assigned.
Military Requirements: A military skill set is determined by the applicable service classification and qualification requirements. Upon selection, individuals are assigned to a compatible military skill in accordance with Army or Air Force skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military certifications OR Federal Aviation Administration certificates; current aeronautical ratings, medical and flight physical requirements, and qualifications for aviation service, military skill requirements in training, education, certifications, and experience. Specific requirements are found in the Army and Air Force classification references.

GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.
SPECIALIZED EXPERIENCE: Applicants must demonstrate the specialized experience competencies (skills, knowledge, and abilities) to qualify for entry-level appointments to GS-2181-10 or GS-2181-11 Army National Guard Dual Status Warrant Officer positions. Qualification competencies are determined by three factors: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. For Army National Guard positions, must have working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, in Air National Guard Wing/ Operations Group. To qualify, the applicant must have competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Must have competence to review and analyze mission taskings, intelligence, and weather information. Experienced in supervising and/or filing of flight plans and conducting crew briefings. Experiences include aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, and/or reconnaissance. Skilled to conduct training of crew members in simple to complex mission specific tasks. Experiences may include developing plans and policies, monitoring operations, and advising commanders. Experienced in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives.
OTHER QUALIFICATION REQUIREMENTS:
Applicants must:
1. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, flight physical, medical profile, and completed/cleared drug test.
2. Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives; and,
3. Qualify to operate government motor vehicles and vehicular equipment for "Maintenance Purposes Only" according to Army or Air Force Vehicle Maintenance Operations Directives.
Applicants must have the following:
1. Must have the appropriate security clearance:
a. In regard to the aviator position's Series GS 2181 and the DoD criteria for the technician position's compatible military skill classification security clearance requirements. NOTE: Refer to the military services' specific classification directives for the military skills' required security clearance levels;
OR
b. Awarded a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives. Award of entry level to the technician position's compatible military skill, without a completed SSBI, is authorized provided an interim Top Secret security clearance was granted. NOTE: Refer to the military service specific directives for various authorized interim clearance levels.
2. No record of claustrophobia or claustrophobic tendencies.
3. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools.
