The Deputy Associate Commissioner provides overall direction, guidance, and administrative oversight on all operational matters and activities related to the development and implementation of technology systems, tools, and information resources for the Patent Business Unit.
The Deputy Associate Commissioner assists the Associate Commissioner in leading and managing the operations within the Office, including the Office of Patent Information Resources, the Scientific and Technical Information Center, the Office of Data Management, the Office of Patent Automation, the Office of Patent Application Processing, and the Governance, Policy & Strategy Division to optimize the quality of Patent products, processes, and services by developing and implementing new and enhanced automation technologies, processes, and programs designed to improve patent business practices.
The Deputy Associate Commissioner also provides strategic vision, guidance, and direction to ensure that the necessary monitoring, assessment, and training required to instill confidence in the quality of patent examination work products are provided to internal and external stakeholders are in place by making high level managerial and technical decisions required for successful program development, administration, and management in providing automation technologies, e-commerce products, information resources, and customer support to patent business area employees and global members of the Intellectual Property community.
The incumbent will also:
Oversee five senior staff who direct the operational and organizational goal attainment within OPIM.
Oversee the provision of search and information resources and capabilities for the examining corps. Support the development, delivery, and administration of automation training.
Provide support of automation products and services to the Patent business/industry.
Promote and carry out initiatives and practices in support of the strategic plan and goals of the USPTO; aide in the development of policies and procedures that affect immediate organizations in selecting methods and techniques for obtaining solutions.
Develop and implement best practices and processes with respect to Intellectual Property.
Identify recurring challenges, analyze trends and establish measures addressing these challenges, trends and needs consistent with the policies of the Office. Provide a reporting and evaluation system to determine the operations effectiveness. Participate in the formulation and ensure implementation of quality assurance and quality standards as it relates to IT automation tools for training the entire Patent Corps staff members.
Create avenues for user involvement to determine needs and to transform these needs into requirements, and to gain agreement on their priority.
Provide oversight for transmission of requirements to the Office of the Chief Information Officer and actively assist in the project management, development, and deployment of the resulting tools.
Ensure support and coordination for automation-related projects resulting from international projects and agreements.
