These positions will be located in the Legal Assistance Division, (Code 16) Disability Evaluation System at three of the following location listed on this announcement. This position reports to the Legal Assistance Division of the Office of the Judge Advocate General (OJAG) working under the general supervision of the Disability Evaluation System (DES) Counsel Program Manager (PM). Incumbent serves as a DES Formal Physical Evaluation Board (FPEB) and Informal Physical Evaluation Board (IPEB) attorney. The incumbent provides legal support, cogent advice, and representation of Sailors and Marines, active duty and reserve, before the FPEB and IPEB in this highly specialized and unique field of Physical Disability Law.
The employing office is located in the Legal Assistance Division (Code 16) at the Washington Navy Yard, Washington, D.C. The incumbent will serve as a Code 16 DES Counsel, Physical Evaluation Board (PEB) attorney.
Incumbent serves as the subject matter expert in this complex and constantly evolving practice area; independently conducts legal research pertaining to medical issues, investigation and negotiation, and provides legal advice, opinions, and recommendations and legal memoranda; and represents Sailors and Marines at the IPEB and FPEB hearings and in subsequent appeals processes.
Incumbent serves as regional first level supervisor of geographically dispersed DES Counsel Program attorneys and non-attorney staff which includes tasking and performance review of all subordinates. Incumbent provides extensive first level supervisory oversight and supervision of IPEB and FPEB staff. Incumbent serves as a subject matter expert trainer and lecturer on DES matters to DES and non-DES attorneys from all Services at the Naval Justice School, joint training symposiums, and elsewhere as the need arises.
