If selected as an Upward Mobility Program (UMP) participant, you will initially be assigned to the Audit Trainee, GS-503, bridge position at the grade level for which you qualify. Your background will be evaluated to determine what additional education and experience will be needed to qualify for the target position. Within 30 days of entering the program, an Individual Training and Development Plan (IDP) will be developed to document your required experience and formal training. Upon successful completion of your IDP activities and after meeting the qualifications requirements, you may be reassigned or promoted to the target position, Auditor, GS-511-7, with a career ladder to the full performance level of Auditor, GS-511-12.
The position is located in the Defense Contract Audit Agency (DCAA), Field Audit Office (FAO), branch office/suboffice or resident office/suboffice.
The position is designated as a bridge position in the DCAA UMP to the target position of Auditor, GS-511-07, with a career ladder to the full performance level of Auditor, GS-511-12.
You will serve as an audit trainee in an FAO with responsibility for participating in a training and development program.
The primary purpose of the position is to perform audit related tasks in support of auditors assigned to the Field Audit Office (FAO).

Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.
Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level. You will be subject to a random counterintelligence scope polygraph.
TS/SCI may be required depending on which location is selected.
Drug Testing: This is a drug testing designated position. You must pass a drug test before your assignment to this position and you will be subject to random drug testing subsequent to your assignment.
Six (6) months of directly related (e.g., accounting, auditing, business administration, finance, or public administration) graduate level education may be substituted for specialized experience. Equivalent combinations of successfully completed directly related graduate level education and experience may be used to meet total experience requirements.
OPM has issued draft Qualifications Standards for the Auditor, GS-511 series. One of the proposed changes to these standards is new mandatory education requirements which would require either a bachelor's degree in accounting OR a bachelor's degree in a related field such as business administration, economics, finance, or public administration that included at least 24 semester hours of accounting. Once these new GS-511 qualifications standards are effective, any Upward Mobility Program participant in the GS-503 series would have to satisfy the more stringent education requirements before being eligible for assignment to the GS-511 series. It is expected that the Office of Personnel Management (OPM) will implement these new qualification standards within the next twelve months. If OPM implements the proposed changes to include the new mandatory education requirements, your upward mobility program may be extended to a total of four years, with one twelve-month extension allowed for demonstrated good cause.
An UMP participant who is not progressing, ceases to progress, or does not complete the program requirements within the required timeframe, will be dropped from the program and will be placed in an available position for which qualified at the grade held when selected for the program. If no position is available at the grade previously held, the employee should be placed in an available position and granted repromotion priority to the grade previously held when such a position becomes available. Adverse action procedures must be followed when a participant is to be removed from the program and placed in a position at a grade lower than that currently held.
Your upward mobility program may be up to three years with one six-month extension allowed for demonstrated good cause. The length of your training will be determined based on your individual knowledge, skills, and abilities at program entry and the additional knowledge, skills, and abilities required for successful performance in the target position, Auditor, GS-511-07. The length of training must be sufficient for you to make up the difference in qualifications from what you bring into the program and what is required for the target position.
Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 1 certification must normally be completed within two years of the selectee's employment start date.
Selective Service: Males born after 12-31-59 must be registered or exempt from Selective Service (see www.sss.gov).
Initial Probationary Period: You will be required to serve an initial probationary period of 2 years if one has not already been completed.
Mobility Agreement: All DCAA auditors must sign a mobility agreement. This agreement may require you to be reassigned every five to seven years.
