This position serves as the IT Program Manager located in the Office of the Chief Information Officer, Enterprise Service and Integration Division. This office is provides leadership, planning, policy direction and oversight for the management of NASA information and all NASA information Technology in accordance with the responsibilities required by the Clinger-Cohen Act of 1996, the Paperwork Reduction Act of 1995, the E-Government Act of 2002, the Federal Information Security Management Act (FISMA) of 2002, and the Privacy Act of 1974. The CIO is the senior Agency advisor on all matters pertaining to management of IT, the NASA Enterprise Architecture, and IT Security.

This position serves as the Program Executive, IT Program Manager, responsible for oversight of the Information Management Program (IMP) team, comprised of civil servants and contractor personnel in various geographical locations, in support of the IMP portfolio. This includes the Scientific and Technical Information (STI) initiative managed out of the Langley Research Center (LARC), The Research Access Project and push technology research/development managed out of Ames Research Center (ARC), The Records Management and Privacy Act managed out of the Johnson Space Center (JSC), and the Information Architecture, data standards, Paperwork Reduction Act and forms managed out of Headquarters. Responsible for defining, developing and implementing the IMP function elements, coordinating team progress, managing the flow of actions for review and approval, representing the program in governance meetings, developing refining and defending the budget, and ensuring adherence to applicable state, local and federal policies and regulations.
Plans and manages agency-wide IT programs and projects involving innovative concepts and approaches. Develops and implements agency-wide IT project management tools, templates, activities, infrastructure to align agency internal business practices with government-wide regulations and policies, such as those pertinent to agency-wide systems with IT enterprise-wide architecture.
Serves as the agency's expert in providing oversight for national programs. Formulates long-range policies, develops and executes strategies and management guidelines for complex and changing information technology systems.
Collaborates with vendors and end users on a daily basis to ensure that contract requirements are met, and that all activities are performed in compliance with the terms of the contract and applicable agency and regulatory policies. Coordinates and directs and/or participates on agency and interagency project groups involved with issues relating to equipment, and system software policy and technology planning. Represents the agency on interagency work groups established to develop government-wide IT policy initiatives and solutions to critical issues.
