This position is located in the Office of National Programs (ONP). ONP is the principal organizational component of ARS, which develops, for the Administrator, options and recommendations for resource allocations.
This is an interdisciplinary position and may be filled in any of the job series/position titles listed. In addition to the specialized experience requirements, applicants must submit proof that they meet the educational requirements for at least one of the series described in the announcement. As National Program Leader for Engineering, you will be a key leader for research programs on automation, mechanization, and sensor development, and their integration into the processes and management strategies in agricultural systems and the landscapes in which agricultural systems are embedded. Areas of research within these programs include computer vision-aided mechanization, spray application technologies, water management and treatment technologies, agricultural product development and grading, sensors and automated systems development, and other engineering applications that impact the physical, chemical, and biological processes in agricultural systems. The incumbent also provides support and leadership to other national programs for which expert knowledge in engineering may have relevance, including research programs in sustainable agricultural systems, crop and animal production and protection, nutrition, food safety, and quality of agricultural products.

Major Duties may include, but are not limited to:
Experience providing technical leadership and guidance to a diverse portfolio of engineering scientists, research and application.
Provides leadership and coordination spanning engineering design and technology including data collection, manipulation, analysis and use in decision support, and Big Data applications.
Coordinates scientific research programs in the area of engineering.
Serves as the spokesperson for the Agency on all areas related to engineering research.
Provides oversight of the national scientific research program.
Responsible for fiscal planning and providing input on budget initiatives for funding high priority research areas.
Sets goals and objectives for research projects and participates in the strategic planning process.
Manages multidisciplinary research programs and coordinates team based multidisciplinary studies.
Develops National Research Programs, reviews progress of research, interprets and documents research outcomes and impacts, and develops research initiatives.
Serves as a scientific reviewer and/or provides oversight for various committees involved with Federal, State, and/or local research.
Speaks for the Agency through informal conversation and formal gatherings.
Serves on advisory boards and interagency working groups for universities, government agencies and other corporations.

Basic Requirement for Environmental Engineer, GS-0819-15: applicants must have a degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics or college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
Basic Requirement for Agricultural Engineer, GS-0890-15:applicants must have a degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum or include differential and integral calculus and courses in 5 of the following 7 areas of engineering science or physics:(a)statics, dynamics;(b)strength of materials (c)fluid mechanics, hydraulics;(d) thermodynamics;(e) electrical fields and circuits;(f) nature and properties of materials; and (g)any other comparable area of fundamental engineering science or physics or college-level education, training, and/or technical experience.

SPECIALIZED EXPERIENCE:
GS-15: Qualifying experience for the GS-15 includes one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience includes conducting research in the area of Engineering that resulted in peer reviewed journal articles, patents, and/or new technologies and providing senior level technical leadership in the design and application of systems that span engineering design and technology, as well as the data collection, manipulation, analysis and use in decision support, including Big Data applications.
