Supervisory Contact Specialist (Branch Chief) Services Team / PD# 50009-A
The Supervisory Contract Specialist (Branch Chief) supervises a group of employees performing work at the GS-5 through the GS-12/13 level. Major duties of the Supervisory Contract Specialist (Branch Chief) include: Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff. Provides administrative and technical supervision necessary for accomplishing the work of the team. Distributes the workload within the team and ensures the work assignments of employees in the team are carried out. Prepares individual development plans and conducts performance evaluations for subordinate staff. Reports to the Director of Contracting findings and recommendations from meetings and dealings with other team leaders, program officials, and the public and other customers on issues related to, or that have an impact on, the team's objectives, work products and/or tasks. Provides signatory authority and executes contract awards within warrant authority as requested by supervisor. Assists requiring activities by serving as a member of the acquisition planning team and, in this role, aids the requiring activities in performing market research, reviewing specifications and statements of work, and approving milestone plans. For negotiated acquisitions, prepares price negotiation memorandums, outlining in writing the details of negotiations with contractors for both competitive and noncompetitive negotiations. Identifies appropriate negotiation team members, formulates pre-negotiation objectives, and facilitates the negotiation as the team leader and chief negotiator. Performs other duties as assigned. Must have FAC-C Level II certification (or equivalent) and be able to obtain Level III certification within 12 months upon appointment into the position.

Physical Requirements: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations.
