Incumbent will apply experience and comprehensive knowledge of the financial policies and law and conduct the functional activities for assigned projects for the Office of Budget & Programs (ABP-1), under the Financial Services organization (ABA), in managing the development and maintenance of Standard Operating Procedures (SOPs) and of financial training materials, and the nationwide delivery of federal financial management training.
The incumbent assists in developing, revising and maintaining financial SOPs, guidance, and financial policy documentation in accordance with the Federal laws, regulations, guidance, and policies. Reviews, evaluates and identifies problems and refer these to manager or team lead prior to completing the final version. Collaborates with the Subject Matter Experts to review, evaluate, and finalize documents.
Compiles, inventories, reviews, researches, and analyzes fiscal policy documents from FAA, Office of Secretary of Transportation (OST), Office of Management and Budget (OMS), Government Accounting Office (GAO), and other sources. Reviews, researches, and analyzes fiscal and contracting law and policies. Provides support in the
development, revision, and maintenance of financial training courses for the FAA Analyzes training materials for annual course revisions and provides draft course revisions. Coordinates with SMEs on policy changes. Assists in delivering pilot training courses and revising course content as required based on initial participant feedback.
Researches and responds to questions gathered from financial training course sessions.
The incumbent will work under the general instruction provided by a manager, team leader, or more experienced employee. Incumbent will review work for completion and ensure timeliness and alignment with project requirements. The incumbent will interact with LOBs, contractors, senior management, and staff working collaboratively to develop financial management tools and products.
In addition to meeting the education requirements, qualified applicants must also demonstrate in their resume possession of at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-9 or FV-F) in the Federal Government (or non-Federal equivalent) OR 3 years of progressively higher level graduate education leading to a Ph.D degree or Ph.D or equivalent doctoral degree.
