The Perry Point facility is located on a beautiful campus of approximately 400 acres on the banks of the Susquehanna River and Chesapeake Bay. It is conveniently located just off I-95 and State Route 40. The facility is part of the VA Maryland Health Care System (VAMHCS) which is comprised of 2 medical centers and the Baltimore Rehabilitation and Community Living Center and 6 Community-Based Outpatient Clinics. The VAMHCS is affiliated with the University of Maryland and other professional schools and conducts active research programs.
The VA Maryland Health Care System (VAMHCS) is a Level I tertiary multi campus teaching facility affiliated with the University of Maryland, School of Medicine and over 100 educational institutions. The incumbent is responsible for developing policies and procedures for the SARRTP that comply with National VA and VAMHCS policies and recommended treatment models. Policies and procedures cover a broad spectrum of SARRTP practices: admission and discharge criteria, patient screening and evaluation, referrals, clinical counseling and all therapeutic procedures, staff duties, follow-up care, treatment plans, performance measures and clinical reminders. The incumbent is responsible for day to day clinical functioning of a multidisciplinary team that treats up to 62 Veterans in the SARRTP. Coordination of treatment planning across the inpatient and the outpatient programs that treats Veterans participating in or referred to the SARRTP is a daily responsibility. The incumbent participates in developing and maintaining an effective relationship with multiple community-based and multiple VA-based treatment facilities within reasonable geographic distance in order to fully develop and implement a referral and aftercare system with available community resources, maintaining the SARRTP as part of an effective continuum of care. Administratively, the incumbent is responsible for all routine and special reports to local and national monitoring agencies (e.g. NEPEC, NIMH), monitoring and improving program performance on national VA measures, and all SARRTP quality improvement activities. The incumbent is responsible for directly training or the provision of training of all SARRTP staff in evidenced-based treatments and best practices. The incumbent conducts regular chart reviews to ensure that all clinical work is being appropriately documented and in compliance with documentation standards of the MHCC, CARF, and Joint Commission.
The incumbent maintains continuous survey readiness standards for periodic reviews from SOARS, CARF, Joint Commission, or any other survey/accrediting organizations. The incumbent will regularly address survey recommendations in a timely fashion and will directly support the Domiciliary Chief and other VAMHCS leadership in maintaining open access to the SARRTP, minimizing any barriers to care.
The incumbent also serves as a consultant to both internal and external customers regarding appropriate VA and community-based homeless resources. The incumbent develops working relationships and agreements with other organizations having responsibilities for the same patient population. The incumbent maintains a network of referral resources, makes provisions for referral services from external agencies and community resources (e.g., transition or halfway houses, shelters, etc.), and interacts with other Governmental agencies to resolve problems as needed.
Duties include, but are not limited to, a full range of psychodiagnostic services including assessment, and using the most appropriate, evidence-based psychotherapeutic techniques in providing quality care in the delivery of a full range of psychological and multidisciplinary services in SARRTP, primarily at the Perry Point facility and at other VAMHCS locations as required. The incumbent may participate in telemental health services or similar activities to Veterans across VAMHCS facilities.
The incumbent provides evidence-based therapies to Veterans with a range of mental health conditions, including but not limited to Cognitive-Behavioral Therapy (CBT), Motivational Interviewing (MI), Problem Solving Therapy (PST), and Acceptance and Commitment Therapy (ACT). For all clinical duties the incumbent works in SARRTP delivering specialty services for the treatment of a range of mental health conditions. The incumbent participates in interdisciplinary team dispositions of patients within SARRTP, and provides consultation services to medical center staff on a wide variety of patient care issues, particularly related to identifying mental health concerns commonly experienced by homeless Veterans from all eras of service.
The incumbent will provide ethical individual and group mental health services to eligible combat and non-combat Veterans. General duties also include, but are not limited to, assessment and referral services; design and preparation of diagnostic assessments, providing entry-level services for Veterans of all service eras, formulating and providing individual and group treatments, preparing initial and updated treatment plans, and planning for follow-up care after completion of treatment. When properly credentialed and licensed, the incumbent will operate independently in all areas, consulting with peers and supervisors when warranted.
