In this position you will serve as a Senior Procurement Analyst responsible for the analysis and evaluation of contracting matters and for the initiation, development, and recommendation of contracting policies, procedures, guidance, and controls. Responsible for assisting contracting and technical personnel in the development and implementation of appropriate acquisition strategy; procurement planning and execution; procurement package preparation and submission; and contract solicitation and administration. Responsible for review of procurement documents such as Solicitations, Memorandum of Agreements, Economy Act, Determination and Findings, Acquisition Strategies/Plans, Single Acquisition Management Plan, and Negotiation Memorandums submitted for approval. Coordinates with higher headquarters on those procurement documents requiring higher headquarters participation and review. Procurement documents are generally for negotiation of high dollar, complex acquisitions. Provides advice and guidance on contracting matters to internal and external customers.

Basic Education Requirement:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) Transcripts are required to show you meet this basic requirement.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. Documentation to support your exemption must be provided at the time of application.

Specialized Experience:
Experience GS-13: In addition to the basic requirement listed above qualified candidates for this position must identify in their resume that they possess one year of specialized experience equivalent to the next lower grade level/pay band (GS-12) in the federal service which prepared you to do the work in this job. Specialized experience is defined as experience equivalent to the GS-12 grade level 1) Applying procurement and contracting laws and regulations, procurement planning, and contract management to include cradle to grave pre/post contracting duties. 2) Analyzing the full range of pre-award and post-award functions 3) developing acquisition strategies to provide the required items and services in a timely manner. 4) Reviewing documents that pertain to source selection strategies, negotiation/discussions with offerors, selection of awardee, contract award and post award administration of contract to ensure successful mission execution.
