Under the broad policy guidance of the Associate Administrator for Planning and Environment, you will serve as the Director of the Office of Human and Natural Environment (TPE-30) in the Federal Transit Administration (FTA). You will be responsible for supervising the development and coordination of environmental policies, guidelines, standards, procedures, and techniques, and for supervising provision of technical assistance relating to FTA's responsibilities under the National Environmental Policy Act (NEPA), the Department of Transportation (DOT) Order on the Environment, and the joint NEPA implementing procedures, as well as the procedures implementing § 4(f) of the Department of Transportation Act, among other environmental requirements.
You will direct a multidisciplinary staff of professional analysts by providing leadership and supervision in the development and implementation of environmental policies, regulations, and technical assistance. You or your team will provide guidance and direction regarding environmental requirements to local transit agencies and their consultants, as well as FTA regional office staffs. You will be FTA's principal environmental process coordinator, responsible for assuring that regional staffs efficiently and cost-effectively manage the process and document preparation for various transit projects. You will also be FTA’s leading spokesperson for environmental matters when dealing with Congressional staffs, as well as officials of other Federal agencies, including the Federal Highway Administration (FHWA), the Environmental Protection Agency (EPA), and the Council on Environmental Quality (CEQ), among others.
This position is ideal for a senior level professional who has a strong understanding of public transportation or transportation systems to identify solutions to technical issues and one who has lead or managed a diverse staff of professional including developing strategic vision and work plans, technical work products, developing staff, assessing job performance and building consensus.
