The incumbent serves as the Deputy and principal advisor to the Regional Chief Administrative Law Judge (RCALJ). The incumbent of this position shares responsibility with the RCALJ for managing the full range of OHO's legal, program and administrative Regional functions. As such, the incumbent provides executive-level leadership, guidance and direction in planning, managing and evaluating a comprehensive Regional hearings and appeals program covering Titles II, XVI and XVIII of the Social Security Act, as amended. The incumbent acts on any and all matters with full authority and commitment of the RCALJ, with the exception of hearing and deciding cases, and assumes operational responsibilities within the Region. The incumbent implements national objectives through the formulation of Regional operating policies and procedures, program objectives and work plans, manages the hearings and appeals Regional network consisting of OHO hearing office (HO) staff and provides substantive and procedural guidance to the Administrative Law Judges (ALJs) on various phases of the hearings and appeals program.
Provides executive leadership and direction, maintaining oversight responsibility for a total Regional management resource program to assure balanced, comprehensive support and guidance for HOs and the Regional Office. Activities include: development and appraisal of short and long-range management and systems requirements, including planning for Automated Data Processing (ADP) and other systems-related initiatives; financial management and control, including workload estimating, Regional budget formulation and allotment controls; human resource management, including recruitment, promotion, performance standards and labor management and employee relations; training and career development; organization and staffing analysis; management information and control, including reporting, data analysis and data control; resources management; manpower fiscal reports; space and facilities management for a widespread and dispersed HO network.

NONCOMPETITIVE CONSIDERATION

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

This position is temporary not-to-exceed one year. Temporary promotions or reassignments may be extended or become permanent.
Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.
Relocation expenses will not be paid.
Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.
