The Supervisory Employee/Labor Relations Specialist is responsible for independently managing the Employee and Labor Relations Section, within Human Resources, which includes, but is not limited to, the coordination, technical accuracy, consistency and equitable distribution of work. The incumbent is a subject matter expert for the areas under their supervision and a senior HR consultant responsible for advising management on a variety of sensitive and/or difficult employee/labor relations issues. Employee Relations
· Performs, and supervises, a variety of duties requiring application of the full range of employee relations theories, methods and techniques.
· Provides guidance to management regarding employees' inability to perform their jobs due to physical disqualification, reasonable accommodations, firm choice requirements.
· Provides guidance/direction to supervisors regarding training/development and monitoring of probationary employees. The incumbent is also responsible for advising when temporary/probationary period employees should be terminated; and,
· Provides guidance regarding performance improvement plans (PIPs) for Title 38 employees.
· Provides guidance regarding performance evaluations, proficiencies, special contribution awards, and telework.
Labor Relations
· Supervises the establishment and maintenance of an effective working relationship with both the American Federation of Government Employees (AFGE) and the National Nurses United (NNU) bargaining units. The incumbent acts as a liaison between labor and management, and provides guidance and training to management staff relative to interpretation/application of the labor agreements, negotiability and representational issues, and official time;
· Provides guidance to management regarding application of the labor statute and unfair labor practice (ULP) charges and works with the supervisor, union, and the Federal Labor Relations Authority in an attempt to resolve these issues;
· Provides technical advice and guidance regarding four separate grievance procedures (two negotiated grievance procedures - AFGE & NNU- and the agency Title 5 and Title 38 grievance procedures);
· Represents Medical Center management in negotiating binding agreements with both labor organizations. S/he prepares Agency responses to unfair labor practice charges and negotiability appeals as preparation for the hearing process and represents the Agency during 3rd party hearings before arbitrators, Federal Labor Relations Authority judges, and/or the Federal Services Impasse Panel; and,
· Provides guidance to supervisors/union officials relative to issues surrounding employee rights to union representation during meetings, the union's right to attend formal meetings, official time and negotiability issues.
Personnel Suitability and Security Program
· Responsible for the management and oversight of the Personnel Suitability and Security Program for the Medical Center; Serves as a PCI Manager;
· Serves as the e-QIP (Electronic Questionnaires for Investigations Processing) "Program Manager" for the medical center and is deemed to be one of the local expert on the system;
· Responsible for all aspects of the e-QIP operation at the medical center. This includes ensuring that the proper level of background investigation is initiated on each appointee, i.e. VHA appointees, students, on-station fee basis appointees, without compensation (WOC) employees, residents, and individuals appointed under IPA (Intergovernmental Personnel Act) agreements.
· The incumbent is responsible for ensuring all individuals selected for employment are fingerprinted prior to hire and that the SACs (Special Agency Checks) are adjudicated, and the e-QIP process initiated, prior to the date of hire.
Retirement/Absence and Leave/OWCP
· Responsible for the supervision and oversight of both the retirement, the absence and leave, and OWCP programs;
· Provides guidance on reemployment annuitants, military-buy back, CSRS offset and other technical retirement/benefit issues.
· Ensures staff assigned these responsibilities have the training required to carry out their duties in a timely and accurate manner.
There is no educational substitution at this grade level.

Probationary Period for First-Time Managers and Supervisors in the Competitive Service: A one-year probationary period is required of all newly appointed supervisors in accordance with Section 3321 of Title 5 USC, as amended. Failure to meet written performance requirements will necessitate removal from this position to a position of no lower grade and pay than that held prior to entry except for those individuals who change to lower grade to accept the position.
