The incumbent serves as Deputy Administrator and, as such is responsible for formulating policies and administering the full range of activities that fall under Commodity Procurement Program.
The Commodity Procurement Program (CPP) is responsible for coordinating Agency-wide procurement activities of domestic Agricultural products and services for distribution and use in domestic nutrition and international food aid programs. Pursuant to Section 32 of Public Law 74-320, the National School Lunch Act, the Child Nutrition Act, the Agricultural and Consumer Protection Act, the Older Americans Act, Public Law 480 Grants Fund (Title II, Foreign Assistance Programs), McGovern Dole Food for Progress Program, and other Acts, the Program conducts contracting, program analysis, and other support functions for use in the formulation and execution of programs assigned to CPP, all of which is related to the procurement of agricultural products and the overall AMS mission to facilitate marketing. CPP also coordinates all Agency activities related to the Web-Based Supply Chain Management system (WBSCM), which is the mission-critical system USDA relies on to manage its commodity procurement operations, including purchase, storage, and delivery to customers.
The incumbent exercises full authority for overall planning, coordinating, and directing program related activities under commodity procurement for international and domestic food assistance programs; providing leadership in developing, coordinating, and integrating Program activities with industry and other Federal, State, and foreign agencies, as appropriate.
The Deputy Administrator ensures proper program and policy integration by working with and through national policy-making implementation structures and procedures, including Secretarial leadership, interagency reviews, legislative processes, judicial review and international coordination. In addition, the incumbent provides national leadership in developing, coordinating, and integrating Program activities with industry and other Federal, State, and foreign agencies, as appropriate, and provides expert advice and guidance to higher authorities in formulating broad policies and planning overall AMS and Department programs as they relate to the activities under the incumbent’s direction.
As Deputy Administrator, the incumbent participates fully with the Administrator and the Associate Administrator in developing, recommending, directing, and reviewing programs, policies, and procedures, and modifications to existing programs, policies, and procedures to carry out the functions and procurement activities in support of USDA food assistance programs and directs Agency-wide procurement activities of domestic Agricultural products and services for distribution and use in domestic nutrition and International food aid programs. On a continuing basis, the employee evaluates assigned Program operations and issues instructions and determinations as are necessary to most effectively accomplish the activities and mission of the Programs.
The Deputy Administrator provides leadership in formulating, integrating with overall national policy, and administering long-range and current policies applicable to the Commodity Procurement Program’s responsibilities with respect to administrative and technical direction, coordination, and control in the execution of the approved policies and programs under commodity procurement and responsible for the development and issuance of regulations.
Reviews and evaluates the Program’s goals, objectives, and accomplishments ensuring requirements for the purpose of evaluating effectiveness of policies and programs. Determines program deficiencies and initiates necessary changes. Evaluates, coordinates, and consolidates program requests in light of budgetary constraints. Develops recommendations for the Administrator and Associate Administrator in cost reduction areas or organizational changes needed for effective management.
Represents the Program and the Department for the purpose of furnishing expert counsel and technical information, obtaining policy and program recommendations, building understanding and acceptance of policy and program initiatives, and promoting harmonious relationships and cooperation. In carrying out these relationships, the incumbent speaks for the highest levels within USDA consistent with his/her full delegated authority. Directs the analysis of suggestions made by all segments of the industry and others to improve policies and program services, and provides for the implementation of those which will further program objectives.
Cultivate external partnerships that support the mission of the Agency and assign program objectives by collaborating with industry and trade associations.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
• Directing the work of an organizational unit;
• Ensuring the success of one or more specific major programs or projects;
• Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
• Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.
Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy Initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answer.
The narrative must not exceed 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. 2. Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. (Competencies: conflict management, leveraging diversity, developing others, team building)
3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating) Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications; Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting; and should be addressed over the course of each ECQ narratives. It is not necessary for you to address the Fundamental Competencies directly as long as the narrative, in its totality, shows mastery of these competencies on the whole.

MANDATORY TECHNICAL QUALIFICATIONS (TQs): All applicants must submit a written narrative response to the following TQs. You must address each TQ separately.
