The incumbent of this position serves as a Cybercrimes Special Counsel (Criminal Tax) and as such serves as a staff official, confidential advisor and subject matter expert on cybercrimes. The Cybercrimes Special Counsel represents and acts for the Division Counsel/Associate Chief Counsel or Deputy Division Counsel/Deputy Associate Chief Counsel (Criminal Tax) (CT) in top level IRS, Treasury and DOJ meetings and conferences where cybercrimes policy is developed and determined. The Special Counsel will serve as the primary liaison and cybercrimes subject matter expert to the Division Counsel/Associate Chief Counsel offices in the confluence of law enforcement and emerging technologies and collection of electronic evidence to support IRS needs and objectives. CT provides legal services to IRS Criminal Investigation (CI). The Cybercrimes Special Counsel’s focus will be rendering legal advice on matters related to CI’s investigation of tax-related violations or other financial crimes where the Internet is an essential means to: (1) commit the crime; (2) remain anonymous; (3) elude law enforcement; or (4) conceal financial transactions, ownership of assets, or other evidence. The Cybercrimes Special Counsel will also be responsible for assisting CI in developing law enforcement policy and procedures that involve: (1) the Internet, electronic devices, media, computers or computer networks; (2) electronic evidence; (3) the deep or dark webs; (4) virtual assets or currencies; (5) social media; and (6) new or emerging technologies. The CT Division Counsel/Associate Chief Counsel also directs and oversees CT’s advice as it pertains to CI’s national and international criminal tax enforcement programs. This includes complex research, advisory, analysis, and review functions to handle and resolve specific cases or complicated issues. These cases and issues can require decision-making and review/signatory responsibility for final products or outcomes; and for program responsibilities in which the incumbent is responsible for assisting in efforts to improve the quality and efficiency of legal practices and services provided by CT.

CONDITIONS OF EMPLOYMENT:
Applicants must possess a J.D. and have one year of general legal experience plus three years of professional cybercrimes, criminal tax, tax-related crimes, or financial crimes experience. An LL.M. degree in the field of the position (tax) may be substituted for one year of general legal experience listed above. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
Specialized experience may have been gained while employed in a professional legal position in the Federal, state, or local government, the private sector including law firms, or nongovernmental organizations.
