This announcement establishes an open continuous period for this Financial Analyst position. This position is located in the TIFIA Joint Program Office (JPO), an office within the Federal Highway Administration’s Innovative Program Delivery Office (OIPD). This position is a part of the Portfolio Management group, which is responsible for managing and monitoring a portfolio of transportation and infrastructure projects financed with credit assistance under TIFIA and other USDOT credit programs. The candidate will utilize quantitative skills, especially expertise in creating, reviewing, and adjusting financial models and spreadsheets, and experience in project finance to manage and monitor projects before, during and after construction as well as each borrower’s compliance with terms, conditions and covenants in TIFIA credit agreements as well as those executed under other USDOT credit programs.
The ideal candidate is experienced in analyzing cash flows, revenue projections, and financial ratios; evaluating credit and financial risks in project finance and public finance transactions; working with complex project structures and legal documentation in transportation and infrastructure finance. The individual has experience with or can learn how to implement this skillset to work on Federal credit programs operating under the Federal Credit Reform Act of 1990.
