About the Position:
This Information Technology Specialist (Applications Software), NH-2210-04 is located within the office of Program Manager Integrated Personnel and Pay System-Army (IPPS-A) in the Program Executive Office, Enterprise Information Systems (PEO EIS) at Arlington, VA.
PEO EIS Mission Statement: Rapidly deliver innovative and cost-effective IT systems and services for the Total Force, to globally connect the Army and provide a decisive information advantage to every Soldier.
This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-04 of broad banding encompass the traditional GS-14 Step 1 through GS-15 Step 1. EIS uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for the position will be set within a range from $114,590 to $148,967.
This position may be eligible for regular and recurring telework, including emergency and OPM prescribed unscheduled telework. Supervisor approval will be required on a case-by-case basis.

Serves as an IT Specialist responsible for providing technical expertise to the planning, execution, and reporting activities required to deliver the Integrated Pay and Personnel System - Army (IPPS-A).
Participates in all technical reviews to include requirements, design, and development and evaluates new applications software technologies in support of the design and development activities.
Establishes a budget and tracks expenditures for all customer events input from organizations.
Responsible for coordination, development, and staffing of the technical documents and reports based on approved requirements and technical specifications and is consistent with the Test and Evaluation Master Plan (TEMP).
Establishes effective communications at all levels internal and external to the Program Management Office (PMO) to exchange useful information while promoting a positive working relationship with the PMO, Contract partners, and external Stakeholders.

Specialized experience is defined as: 1) Serving as the technical expert for all Developmental Test proficiencies: Planning, Preparation, Execution, Analysis, Evaluation and Reporting; 2) Supporting all technical reviews to include Requirements, Design, Test Readiness and Deployment Readiness; and 3) Overseeing contractor activities to include schedule, resource planning, deliverables and adequacy of contractor test strategies.
