About the Position: This position is located at the Civilian Human Resources Advisory Center in Monterey, California. Monterey is approximately 115 miles south of San Francisco and 350 miles north of Los Angeles. Rainfall is generally limited to the winter months. Temperatures typically range in the 60s to 70s during the day and 40s to 50s at night throughout the year. From the dramatic Big Sur coastline to romantic Carmel and Pebble Beach to historic Monterey and fertile Salinas Valley, Monterey County offers a rich and complete variety of destinations. GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized experience is defined as: researching, interpreting and adapting Human Resource regulations, polices and laws to provide substantive recommendations and advice to customers related to at least one functional area of Human Resources (e.g. recruitment and placement, benefits, employee benefits, classification, etc.); resolving customer complaints and problems; and providing information to internal and external customers related to HR processes, procedures and systems. You may also qualify based on education if you have a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree. And you may also qualify based on a combination of specialized experience and education, when combined they equal 100% of the requirements. (Only graduate education in excess of 1 full year is creditable.)
GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as working with, applying HR principles, special recruiting authorities and strategies, and HR database systems, as well as, experience providing comprehensive HR services to management and employees.
Education: One of the following types of education in a related field (e.g., Human Resources): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
You will be evaluated on the basis of your level of competency in the following areas:
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
