Office of Technology and Information Management Overview
The Office of Technology and Information Management (OTIM) is responsible for ensuring the integrity, confidentiality, and availability of FHFA's information systems and information assets. The office maintains the Agency's information technology (IT) infrastructure, oversees the IT security program, develops and maintains custom applications and data repositories, manages technology resources, investments, and assets, establishes IT strategic plans, policies, and procedures, supports business partners, and manages the Agency's Records and Information Management Program.
Position Overview
The Senior Information Technology Specialist is responsible for large scale IT processes or operations as a technical expert in one or more of the following specialty areas: enterprise architecture, policy and planning, systems analysis, information security, system administration, programming applications, database administration, or network services.

Systems Engineering
Administers the Agency's IT infrastructure including the installation, configuring, monitoring, and troubleshooting of server equipment. Provides technical expertise and recommends appropriate courses of action to ensure efficiency of hardware, software, and various server platforms. In addition,
- Serves as an expert technical resource, providing guidance to contractors and junior staff members.
- Leads complex infrastructure projects involving critical technologies including Microsoft Windows server, Microsoft SharePoint, Microsoft Exchange, Microsoft Office 365 and Amazon Web Services.
- Performs independent analyses helping to influence technology related decisions.
- Represents OTIM in numerous formats and meetings throughout FHFA and in other parts of the federal community.
- Exercises delegated authority to oversee the overall planning, direction and timely execution for FHFA projects and programs.
Leads and conducts special projects related to IT feasibility studies, cost-benefits analysis, or other studies for management related to IT issues. Develops policies and solutions and recommends them to upper management. Establishes operating procedures to control and maintain various IT systems, and provides training and assistance to users. Meets with OTIM management on matters dealing with Agency requirements and advises them on available options. Stays abreast of changes in policies and procedures of both Federal and private sector to remain current in IT practices.
Incumbent is responsible for creating project and operating plans that are compliant with IT requirements, as well as managing scope, milestones, and deadlines for IT-related projects. Provides advice, guidance, and training to lower-graded IT specialists, and may lead IT project teams within area of responsibility. Oversees project responsibilities to ensure the proper resources and plans are put into place and are on target.
