The Expanded Professional Associates Program (EPAP) provides eligible family members with employment opportunities in key positions at our missions abroad. EPAP is distinguished from other family member employment programs or opportunities in that EPAP positions have portfolios similar to Foreign Service entry-level positions. Other distinctive components of EPAP include the following:
(1) EPAP applicants must clearly demonstrate during the application process that they meet or exceed all of the EPAP qualification standards of the positions for which they are applying (see www.state.gov/flo/epap.) This ensures that successful EPAP candidates will be fully capable of performing in EPAP positions; and
(2) EPAP employees will complete the functional training necessary for their EPAP position at the Foreign Service Institute (FSI). Completion of functional training before arriving at post is optimal; however, functional training may also be completed during the next available session. In this case, the Department of State will fund any necessary costs associated with travel, per diem, and salary during the functional training.
EPAP positions may be available in any of the following areas: Political, Economics, Management, Public Diplomacy, Facilities Management, Financial Management, General Services, Human Resources, Information Management, Office Management , Medical Laboratory Scientist/Medical Technologist, Nurse Practitioner/Physician Assistant, Registered Nurse; Physician; Psychiatrist and Licensed Clinical Social Worker.
EPAP applicants may only apply for EPAP positions available at the sponsoring employee’s current or future post of assignment. EPAP applicants must be at post or planning to arrive at post within six months from the date the position is scheduled to become available. If there are no EPAP positions advertised at the sponsoring employee’s post of assignment, there is no need to submit an application.

EPAP incumbents should receive a Work Requirements Statement (WRS) within 45 calendar days of their first day of employment at post. As is required for all Family Member Appointments (FMA), EPAP incumbents and supervisors will agree upon specific work requirement statements (WRS/FOR JF-57 EPR, Section III), within the first 45 days of employment at post.

Applicants do not need to currently hold a security clearance at the time of their EPAP application, nor do they need to be a member of the Foreign Service Family Reserve Corps (FSFRC) to apply. However, selected candidates must obtain the appropriate level of security clearance for their specific position before they are appointed. Applicants who are members of the FSFRC and whose current security clearance level meets or exceeds that of the position for which they have been selected may be appointed upon completion of an anti-nepotism review. Applicants who are members of the FSFRC and whose current security clearance level does not meet or exceed that of the position for which they have been selected must work with post’s HR office to initiate the security clearance process. The FSFRC member must obtain a minimum of an interim security clearance at the appropriate level before they are appointed. If the candidate cannot obtain the required clearance in time to comply with the one-year requirement (see Expectations of Selected Applicants), the bureau may rescind the offer of employment.

Foreign education transcripts will not be accepted without an accompanying credential evaluation. In order to be credited, foreign education (i.e., education acquired outside of the U.S.) must be evaluated by a credential evaluation service recognized by the U.S. Department of Education, and the name of the credential evaluation service must be listed on the evaluation report. Applicants may request a credential evaluation report from one of the following credential evaluation services: (a) National Association of Credential Evaluation Services (NACES) www.naces.org association; or (b) Association of International Credentials Evaluators (AICE) www.aice-eval.org association. Credential evaluation reports are not free, and applicants are responsible for paying for the report. Applicants should submit copies of their foreign credential evaluation reports with their application packages, as well as copies of their foreign degrees and the related transcripts. 4) Applicants for medical EPAP positions must include the requested certification as listed in the 2018 EPAP qualification standards for each position (e.g., U.S. National MLS and MT certification; national certification and licensure in a U.S. state; U.S. RN license or equivalent)
5) Former or current EPAP employees seeking qualification based on EPAP experience must submit SF-50s to show that they have served in an EPAP position for 12 or more months overseas AND Employee Performance Report(s) (EPR or JF-57) with a fully satisfactory or above performance rating for 12 or more months.
6) Former U.S. Department of State Information Management Specialists applying for an Information Management EPAP position must include a Notification of Personnel Action (Form SF-50) verifying prior employment.
7) U.S. Veteran hiring preference is applied for candidates in the following order: (a) qualified AEFMs who are preference-eligible U.S. Veterans; (b) qualified AEFMs. EPAP applicants claiming U.S. Veteran hiring preference must submit one of the following with their application package: (a) most recent Member Copy Four (4) of Certificate of Release or Discharge from Active Duty (Form DD-214); (b) letter from U.S. Department of Veteran’s Affairs; or (c) other supporting documentation. Each bureau may only fill the number of EPAP positions allocated to them. Therefore, to give maximum flexibility to EPAP applicants and bureaus, more positions than the number actually available may be advertised.

EXPECTATIONS OF SELECTED APPLICANTS
EPAP positions are full-time positions unless otherwise specified. Selectees are expected to serve a minimum of one year in an EPAP position; thus, their sponsoring employee should have at least one year remaining on their overseas posting from the AEFM’s anticipated start date. Selectees may be able to serve up to the maximum of their sponsoring employee's tour of duty, provided: (a) sufficient funding is available, (b) the bureau wishes to renew the position, and (c) the supervisor documents performance as fully satisfactory or better.
Selectees will be evaluated annually on the Employee Performance Report (EPR) (Form JF-57).
