The Chief Engineer for Design and Development provides engineering expertise and functions as the Technical Authority for all construction of facilities (CoF), ground systems, and ground support equipment design and development engineering at the Kennedy Space Center (KSC).

Current Agency policy requires that SL appointments be time-limited (temporary promotions). The initial appointment will be for 3 years, with the possibility of extending up to an additional 2 years. If selectee is currently a permanent NASA civil service employee he/she will receive a temporary promotion. Employee will then return to a position at a grade level no lower than the grade previously held. This promotion may be made permanent without further competition.

The Chief Engineer for Design and Development provides engineering expertise and functions as the Technical Authority for all construction of facilities (CoF), ground systems, and ground support equipment design and development engineering at KSC. This includes new facility designs and systems design and development for new programs and modifications to existing Apollo, Space Shuttle, International Space Station, and Constellation-era systems and facilities. This position provides authoritative technical decisions, advice, and consultation on requirements, variables, and unknowns affecting planning, integration, coordination, implementation, and critical management problems with respect to safety, cost, and risk. The Chief Engineer for Design and Development defines and establishes facility and ground systems' interfaces to flight systems as part of the design and development effort in support of program requirements. For CoF projects, the Chief Engineer ensures compliance with all Federal and state codes, laws, regulations, NASA standards, facility strategy, and master plans. This position is responsible for determining validity and soundness of engineering interpretations and applications, including overall technical aspects of the flight systems requirements within vehicle/mission/configuration constraints and their interfaces to the ground systems and facilities throughout the life cycle phases. This position evaluates all systems contributions and integrates recommendations relative to launch vehicle and spacecraft systems through the engineering review process and identifies critical problem areas for higher management review within the Center and the Agency. The Chief Engineer for Design and Development manages technical risk through initiating investigations and risk management studies to find solutions to critical problems in areas such as technical management systems, technical engineering operations management, and configuration management. This position assures the technical adequacy of the results and recommendations with regard to facilities and ground systems design and development at KSC.
This opportunity is open to current Kennedy Space Center Federal employees serving on one of the following appointments: career, career-conditional, VRA, Schedule A appointment for individuals with disabilities, or NASA term appointment that provides eligibility to convert to a permanent appointment. NASA employees on long-term rotational assignments to the NASA Engineering and Safety Center or the NASA Safety Center may also apply.
Candidates must possess an engineering degree, preferably an advanced degree from an accredited engineering curriculum at an accredited college or university in a closely related engineering discipline
