The Laboratory Manager has the responsibility for planning, developing, coordinating and supervising the full range of services offered by Pathology and Laboratory Medicine Service (P&LMS) at the VA New Jersey Health Care System which is a large, multidisciplinary laboratory in a complexity index group lb laboratory (according to the Laboratory Management Index Program) in a complex medical center. P&LMS in East Orange New Jersey receives specimens from Lyons and 10 CBOCs, performing over 2.4 million tests annually. The incumbent is responsible for oversight and is administratively responsible for a myriad (approximately 70
FTEE) of staff, including Supervisory Technologists, Ancillary Testing Coordinator, Laboratory Information Manager, Lead Medical Technologists, Medical Technologists, Medical Technicians, Histology Technicians, Health Technicians at the Lyons campus, Multidisciplinary Health Technicians at East Orange, Program Clerks and Secretary ranging in grades from GS-5 to GS-12. The Laboratory Manager directly supervises one GS-12 Ancillary Testing Coordinator, one GS-11 Chemistry Supervisor, one GS- 11 Blood Bank Supervisor, one GS-11 Hematology Supervisor, one GS-11 Microbiology Supervisor, one GS-11 Anatomic Pathology Supervisor, one GS-11 Supervisor 3:30 pm - Midnight, one Midnight-8 am Supervisor, one GS-11 Laboratory Information
Manager (LIM/ADPAC), one GS-8 Health Technician Supervisor and one GS- 6 Secretary.
Provides guidance and serves as an authority and subject matter expert on laboratory medicine, including research, agency policies, new techniques and procedures. Develops guidelines, assesses laboratory effectiveness, establishes and maintains quality assurance and quality management programs. Consults with or serves as a consultant for local, network and national programs and/or officials. Manages regulatory affairs and compliance. Develops and manages program budget and resource utilization, inventory, acquisition and contracting processes. Assists and participates in educational programs affiliated with institutions providing training for individuals in laboratory or other related medical fields of study.
Work Schedule: Monday through Friday: 7:30 am to 4:00 pm. Schedule may vary dependent on the needs of the Pathology and Laboratory Service.

Performs the administrative and management functions relative to staff supervised . Establishes guidelines and performance expectations for staff, which are communicated through the formal employee performance management system . Provides advice and counsel to workers related to technical work and administrative matters. Prepares job descriptions and performance standards for employees, evaluates and counsels employees as needed. Initiates reward and recognition of good performance or actions. Responsible for recruitment and interviewing candidates for employment in technical positions, including promotional opportunities. Incumbent evaluates technical personnel, provides for proper on-the-job training, studies workloads in the various laboratory sections as to time and complexity and assigns laboratory technologists to specific working areas and duties. Incumbent makes decisions regarding personnel requirements and future needs for technologists with special training. Reviews workload data to plan for future staffing and space needs to meet growth and expanding programs. Recommends policies, which will promote the most efficient and accurate operation and best serve the patient centered focus with in the medical center.
The incumbent plans, implements and oversees the budget for Pathology and Laboratory Medicine. In addition, incumbent plans and prepares capital equipment requests, technical staffing requests and other projects such as plant renovations, etc.. Maintains an expert knowledge of all types of laboratory accreditation requirements and ensures the agency's program(s) meets those requirements. Guides agency facilities in the creation of effective quality assurance programs. Improves the efficiency and quality of the laboratory services. Develops quality assurance guidelines for laboratories in the agency or a large multi-mission facility. Monitors the quality control system. Oversees the evaluation of new techniques or practices for agency/region-wide implementation, including quality control and quality assurance. Provides guidance regarding newer, more complex testing and oversees or adapts newer tests for production use. Determines training objectives and develops curriculum and materials to accomplish objectives.
