Serves as Chief of U.S. Army Contracting Command Europe Regional Contracting Office (RCO) with unlimited contracting authority for the full range of contracting types and related work in a USAREUR/IMA-E regional area as well as Europe-wide for selected contracting support involving acquisition of supplies, services, repair/maintenance of facilities, and equipment covering entire spectrum of Army needs. Also, additional semi-civilian components, such as morale support activities, schools, chaplain services, hospitals and personnel offices are supported. Such supplies, services and equipment are purchased from sources worldwide and require negotiation and award of multi-phased contracts. Formulates local policies and procedures planning objectives for short and long-range work schedules. Executes, administers and modifies highly complex contracts to include inter-governmental and indirect construction projects requiring frequent contract modifications conducted on a single source basis; utility contracts involving extensive negotiations for provisions of unique or complex power and privatization requirements for which no pricing basis exists; technical assistance contracts; total base maintenance contracts; and noncompetitive actions awarded (in excess of the authorized threshold). Establishes and maintains control measures to evaluate program effectiveness and to determine corrective methods of approach to maximize the acquisition effort. Estimates and justifies fiscal needs and allocates resources to improve resource utilization, operation and control of the contracting activities. Consults with division chiefs on special technical problems having joint implications for contractual, service, and supply requirements. Consults with counsel on legal aspects on contract actions. Participates in meetings with executive representatives of contractors, client agencies, higher authorities, and foreign governments on controversial problems arising from contracts. Coordinates changes in plans and policies. Informs and advises the commander on major contracting problems, negotiations, awards, and their impact on overall program. Provides similar advice to serviced major commands on their contracts under the responsibility of the Offices. As required, represents the commander on contracting matters.

This position is located in Vicenza, Italy. The Vicenza Area is the home of the modularized and expanded 173d Airborne Brigade Combat Team and a deployable command post of Task Force 5. It is the ideal geographic location. Vicenza is situated midway between Venice and Verona, 45 minutes driving in either direction. It is less than 3 hours drive from Florence, Milan, and to the borders of Austria and Germany. Vicenza is a medium sized community with excellent infrastructure support, (DoDDS, Housing, Medical, etc). The climate is temperate with availability of a wide variety of outdoor activities in the nearby mountains (Dolomites) and beaches (Adriatic Sea).
