The Federal Election Commission (FEC) is an independent federal regulatory agency established by the Federal Election Campaign Act (the FECA). It is governed by six Commissioners appointed by the President with the advice and consent of the Senate. The FEC has exclusive jurisdiction for the administration, interpretation, and civil enforcement of the FECA, which requires disclosure of campaign contributions and expenditures by candidates for federal office and committees supporting those candidates, and imposes limitations on the amount and sources of such contributions. The legal work at the Commission regularly involves important and complex issues implicating the First Amendment.

The incumbent would serve as an Attorney on the Administrative Law Team in the Office of the Deputy General Counsel - Administration. Attorneys on the Administrative Law Team provide legal support to the Commission on all general administrative matters, including matters involving personnel law, labor relations, the Privacy Act, the Freedom of Information Act, federal procurement law, records management, appropriations law, fiscal law, public disclosure issues and other administrative matters. The incumbent would represent the FEC in matters brought before the Equal Employment Opportunity Commission, the Merit Systems Protection Board, the Office of Special Counsel, the Federal Labor Relations Authority, and the Comptroller General. The incumbent would also represent FEC management in labor arbitration and negotiations, and provide legal support for management in Inspector General audits. The incumbent would also be responsible for conducting legal sufficiency reviews of Commission policies, preparing reports to Congress and other federal agencies, and advising management clients on a variety of administrative law matters.

1. Experience and demonstrated skill in conducting legal research and preparing convincing legal and policy analysis.

3. Demonstrated judgment and interpersonal skills necessary to advise and counsel, on a one-to-one basis, personnel at all levels of the agency.
4. Experience and demonstrated skill in making effective oral presentations, including experience in making oral arguments before administrative third parties (e.g., arbitrators, administrative law judges) and negotiations.
5. Demonstrated experience in general administrative law matters, including Federal sector equal employment, labor, and personnel laws; procurement, fiscal and appropriations law; and laws pertaining to agency disclosure of information, including the Privacy Act and Freedom of Information Act.
Applicant must possess a J.D. Degree and be a graduate from a full course of study in a School of Law accredited by the American Bar Association.
