Serves as the Chief Information Officer (CIO) and Deputy Director of Information Technology for Business and Support Services Division (MR), Headquarters Marine Corps. Provides overall leadership and oversight of the development and implementation of all Information Systems / Information Technology (IS/ IT) resources, services and operations based on business requirements, including infrastructure, business application solutions, computer operations, and service/deployment in support of all Marine Corps Community Services (MCCS) enterprise solutions.
Serve as the principal advisor to Director MR and senior staff on the oversight in the strategy, design, implementation, integration, and ongoing support of all information systems throughout the organization, supporting business needs and support services to include, infrastructure, business application solutions, computer operations, service/deployment. As well as access to and security for all networked resources and information systems.
Manages the development and implementation of information systems plans based on strategic business requirements and corporate priorities. Develops innovative plans to leverage new technologies to enable emerging business requirements. Oversee the development and execution of systematic means of introducing and deploying new technology solutions and innovative transformational plans to introduce new processes and techniques to support emerging business capabilities, emphasizing design and module development, testing, validation and user training and support. Ensuring a disaster prevention and recovery plan is in place. Develops and implements policy and procedures in concert with concepts and practices that guide and control the management and acquisition of IS / IT within the DoD, for example: IT policies, strategic planning, information assurance, and enterprise architecture. Serves as IT Lead in representing the organization for the MCCS board of directors, and Information Technology Committee (ITC) that ensures strategic alignment with both Department of Defense (DoD), Department of Navy (DoN), and Manpower and Reserve Affairs (M&RA) plans and Business and Support Services Division Strategic Plan to ensure alignment of technology with short and long term organizational priorities and objectives. Knowledge of and understanding of enterprise budgetary and financial management principles and techniques as they relate to long range IT planning of programs and objectives. Develops and executes the Information System Division Budgets. Aggressively monitors and manages information systems projects and programs to ensure budget goals are achieved. Provides leadership and management oversight to the systematic upgrade and modernization of Information Systems. Directs the research, testing and evaluation of advanced systems, techniques, new business processes, hardware and software products to include vendor sourcing, review of private sector best practices, and consultation within MCCS Divisions. Responsible for the coordination for the acquisition of Information Systems resources, including determining and coordinating all vendor sources of computer-related services. Evaluates and selects business partners, consultants, contractors, software and hardware. Maintains close liaison with MCCS functional divisions on Information System requirements, procurements and financing. Executes feasibility studies to support major information technology expenditures including economic analysis and justification of all viable alternatives. Establishes systems to monitor realization of expected benefits of new systems. Coordinates necessary contracting requirements with the Procurement Branch for technology procurements. Represents Director MR in DoD, military components, and vendor forums. Keeps abreast of information technology developments/trends, standards, and compliance regulations that may impact or benefit the organization. Ensure all MCCS Systems and Applications are registered and maintained in DoD-IT Portfolio Registry (DITPR)-DoN) and DoN Application Database Management System (DADMS), respectively.
EVALUATIONS:
Bachelor’s Degree, preferred, in Information Technology, Computer Science, Business Management or a related field appropriate to the work of the position and five years of experience that demonstrates skill to plan, and manage: large-scale technology change, hardware and software systems, procurement, budgeting, and special projects OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Knowledge of Retail, POS, Food Service, and Supply Chain functions along with experience implementing core business support systems (Finance, Accounting, HR/Payroll/Benefits, Business Intelligence and Mobile). Skill to supervise employees in the accomplishment of work.
Preferred skills include Project Management Professional (PMP) and Certified Information Systems Security Professional (CISSP) certifications. Mastery level knowledge of and skill in the selection, design, implementation, integration, and ongoing support of organizational information systems to include, access to and security for all networked resources. Skill to develop policies and assess policy needs to govern organizational IT activities, audit IT programs and projects, ensure application of information security/information assurance policies, principles, and practices in the delivery of planning and management services. Skill to work collaboratively with constituent groups in setting priorities for the deployment of information technology that supports the organizational mission. Mastery level knowledge of industry (PCI DSS) and governmental (FISMA) compliance standards along with knowledge of networking, database management, windows and UNIX/Linux based systems, software packages, telecommunications, analysis, design and project management methodologies, federal procurement rules and regulations
As an authorized and privileged user of Department of Defense Information Systems must possess or receive must obtain and maintain a current DoD 8570 Information Assurance Manager Level III (IAM III) certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training. Must be able to obtain a Secret security clearance and must be able to maintain the required level of clearance while employed in the subject position.
